Job Description
Summary


The Employment and Training Administration (ETA) contributes to the more efficient functioning of the U.S. labor market by providing high quality job training, employment, labor market information, and income maintenance services primarily through state and local workforce development systems.

Help Duties


  • Provides technical assistance: Provides technical assistance and training to grantees in planning, operation, and management of their grant performance. Designs and provides performance management training on the rules and requirements governing the various workforce development programs administered by ETA.
  • Provides compliance assistance: Ensures grantees deliver agreed upon products and services, achieve negotiated performance outcomes, and operate in accordance with programmatic, administrative, and budgetary requirements.
  • Maintains grant records: effectively utilizes grant management systems in accordance with established guidelines and protocols; maintains grant files and adheres to grant management documentation requirements established in Employment and Training Orders.
  • Conducts oversight: Conducts on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews of grantees to: evaluate the grantee's progress towards meeting the goals specified in the grant agreement; assess the quality of the program and services; ensures that grant activities are being conducted in compliance with the grant agreement and applicable Federal regulations.
  • Develops expert knowledge of ETA programs and applicable statutes, regulations, policies, and ETA standard operating procedures. Creates methods and procedures for the collection, analysis, and reporting of data, including data related to grant financial and performance reporting, and information impacting grant performance such as labor market information, economic trend data, and participant characteristics. Conducts research, collects and mines data and draws defensible conclusions. Analyzes a variety of qualitative and quantitate data to support and improve the overall operations of the agency.

If applicable, applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of the announcement closing date.

Notification Concerning COVID-19 Vaccinations. Qualifications


Applicants must have one year of specialized experience equivalent to at least the next lower grade level, GS-12.


Specialized experience is defined as experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.


Specialized Experiences is defines as meeting all 4 of the following:


  • Providing technical assistance and training to ETA funded grantees in planning, operation, and management of grant requirements.
  • Ensuring ETA funded grantees deliver agreed upon products and services, achieve negotiated performance outcomes, and operate in accordance with programmatic, administrative, and budgetary requirements; and
  • Analyzing, interpreting, and reporting on a variety of qualitative and quantitative data related to ETA funded grants, contracts, or other programs to identify opportunities for improvement and support and improve the overall operations of ETA-funded programs and the workforce system;
  • Collecting, analyzing, and reporting data, including data related to ETA funded grant financial and performance reporting and information impacting ETA funded grant performance such as labor market information, economic trend data, and participant characteristics, and drawing defensible conclusions;
