Join our team at the California State University, Office of the Chancellor, and make a difference in providing access to higher education. We are currently seeking experienced candidates for the position of Legislative Advocate. The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. The CSU Chancellor's Office offers a premium benefit package that includes outstanding vacation, health, and dental plans; a fee waiver education program; membership in the California Public Employees Retirement System (PERS); and 14 paid holidays a year.

Salary
The salary range for this classification is $4,583 to $14,713 per month.
The anticipated salary hiring range is up to $7,847 per month, commensurate with qualifications and experience

Position Information
The California State University, Office of the Chancellor, is seeking a Legislative Advocate to assume responsibility for subject matter expertise, analysis, political strategy, and advocacy in the areas assigned.
In collaboration with the DSR, the Legislative Advocate will help identify and define issues that may impact the CSU; coordinate with Chancellor's Office (CO) staff and the DSR to develop comprehensive analysis of proposed legislation; and participate in the formulation of approaches and strategies for assigned issue areas. Furthermore, the position will analyze legislative matters in relation to the overall goals and objectives of the CSU; and participate in the development and execution of the CSU's legislative and budget advocacy efforts.
The ASR team assists the CSU in meeting its goals and objectives to serve our students, and California as a whole, through effective advocacy and communications within the Chancellor's Office, campuses, Legislature, Governor's Office, state agencies, business and community leaders, the general public and others. To achieve overall systemwide legislative and budget advocacy goals, this person works closely with each of the ASR team members, in consultation with the AVC and DSR, to identify advocacy and state relations opportunities; assists in the development of the Board of Trustees' Legislative Program; and represents the CSU's position on legislative matters before the Legislature, state agencies, and other state boards and commissions.
Responsibilities
Under the general direction of the Director of State Relations, the Legislative Advocate will:
  • Manage bill caseload, including authoring bill position correspondence, providing appropriate background materials to legislative staff and members, and develop appropriate fiscal estimate statements, as appropriate.
  • Recommend CSU bill positions to AVC and DSR. Annually participate in presentation of bill position recommendations to the chair and vice-chair of the Board of Trustee Governmental Relations Committee.
  • Draft appropriate content in assigned issue areas to support communications work of ASR team, and assist in and support the development of policy, legislation, and advocacy, in coordination with the MURA.
  • Serve as system advocate and spokesperson in Sacramento. Engage directly with legislative staff and members to advocate on bills consistent with the adopted Board of Trustees' Legislative Principles.
  • Develop and maintain working relationships with the Legislature, legislative staff and committees, executive branch representatives, CO staff, campus staff and other experts in conducting both policy and political analysis of proposed legislation, potential CSU sponsored legislative proposals, budget objectives, and statewide initiatives.
  • Assist system and campuses in efforts to educate, inform and engage alumni, students, faculty, staff, business and community leaders, parents and families, and others about the value of the CSU and the role they can play in influencing local, state, and federal policymakers, voters, and the public.
  • Analyze state legislation, work with CO experts to assess and understand the impacts of proposed legislation, regulations, and, as needed, budget allocations for the CSU.
Qualifications
This position requires:
  • Strong interpersonal skills and ability to interact collaboratively with diverse staff in a variety of levels both within and outside the university; demonstrated competency in working in teams (required).
  • A bachelor's degree and a minimum of five years' progressively responsible experience in a legislative office, lobbying position, or experience in a higher education institution, or a combination of any of these types of positions.
  • Ability to multi-task with demanding timeframes; ability to take a high degree of responsibility and apply individual initiative.
  • Detailed knowledge of the organization, functions, process and procedures of the California Legislature, Executive Branch, and/or state higher education.
  • Knowledge and experience in policy making and/or political arenas in California (required).
  • Effective public speaker and excellent communication skills, including the ability to present complex information and issues with brevity, clarity, and accuracy.
Preferred Qualifications
  • General knowledge of the California State University.
  • Ability to recognize state and national trends and analyze issues and political developments that could impact the CSU.
