INFORMATION SECURITY ANALYST III - (WORKING TITLE OF THIS POSITION)
DESCRIPTION:
The Information Security Analyst III (Cyber-Security Engineer) will support the Unified Port District of San Diego’s CISO and Department of Information Security with a mix of digital forensics and incident response (DFIR), data analysis, security configuration, including blue team and red team tactics. This position is responsible for assisting with the implementation and enforcement of the Port’s Cyber Security policies, standards, procedures, and internal controls. This position will require familiarity with adversarial tactics, techniques, and procedures in order to identify and mitigate potential threats via telemetry data, alerts, and other data sources.
In addition, this position will assist with coordination and management of security solutions, business continuity, and disaster recovery plans. Evaluate and support information compliance which may include managing and monitoring security standards, internal control compliance, conducting internal investigations, cyber security, and risk assessments. Help employees and customers understand and comply with applicable information security regulations, policies, and procedures.
This is a critical role where you will partner with team members and stakeholders from other departments to remediate potential threats to our infrastructure and employees. This position will require on-call support, as necessary.
GENERAL PURPOSE
Under general direction, implements and maintains all of the hardware, software, networks, facilities etc. that are required to deliver, monitor, control and support all of the enterprise applications and/or hardware platforms/appliances utilized to provide Information Technology (IT) services for the San Diego Unified Port District (District).
The term "Technology Domain(s)" is utilized to refer to the various IT Systems or operational competencies/skill areas that may comprise the primary duties performed by an incumbent in this classification. A listing of these competencies may be found under the Other Duties section of this class specification.
DISTINGUISHING CHARACTERISTICS
IT Systems Engineer IV is the advanced-level class in the professional Systems Engineer class series and is intended for individuals who possess considerable experience and a thorough working technical knowledge of Systems operations and maintenance for complex IT systems across multiple Technology Domains in environments similar to that of the District. An incumbent is expected to be assigned primary responsibility for systems across multiple Technology Domains of considerable complexity requiring particularized skills, sensitivity and involving significant risk/consequences for the District's operations. Under general direction evaluates effectiveness and risk of IT processes, recommends changes in IT procedures to meet customer needs, and evaluates and/or researches hardware and/or software solutions and provides feedback to project team or higher-level staff. Incumbent is expected to be highly skilled, experienced, exercise tact, self-restraint, judgment and strategy and be extremely capable of independently representing the District in most if not all matters. Overall assignments will be more complex and difficult than those assigned to incumbents in the lower level IT Systems Engineer series class including complex procurement efforts and formal communication to District Executive staff/Board of Port Commissioners on complex IT Infrastructure related topics. Incumbent must be able to assume lead in Disaster Recovery events and provide supervision of the IT Systems section in the temporary absence of the IT Systems Engineering Supervisor. Receives general direction in order to evaluate current IT policies, procedures, and practices, recommend and/or lead IT driven change efforts, participates in and/or leads activities to achieve project tasks/meet deadlines, and perform solutions design. On an assigned rotational basis will provide after-hours on-call support for 24x7 mission critical systems.
The IT Infrastructure Engineer class series is distinguished from IT Systems Engineering Supervisor in that an incumbent in the latter class typically has overall responsibility for the District's Technology Infrastructure and is responsible for supervising, overseeing and monitoring section operations and activities.
1. Evaluates current IT policies, procedures, and practices and recommends/leads modification efforts.
2. Leads IT driven change efforts.
3. Plan and direct the activities and personnel Participates in and/or leads activities to achieve project tasks/meet deadlines.
4. Solutions Design & Architecture
a. Works with other IT Architect staff, CTO/CIO or IT Managers to design solutions that meet the District's requirements.
b. Assists analysis of the solution design's business case.
c. Authors portions of the solution business case.
5. Works with vendors, other specialists and/or agencies to solve integration problems.
6. Plans and conducts formal mentorship activities for peers and/or lower-level staff via verbal instruction or technical documentation.
7. Provides IT consultation and recommendations for implementation of cyber protections to ensure services are not compromised. Promotes system security and awareness by adhering to the District's IT security policy(s) and standards.
8. Answers questions and presents informal mentorship opportunities to peers and/or lower-level staff via conversation, observation or technical documentation.
9. Diagnoses, analyzes and resolves issues for customer(s) in assigned Technology Domains.
10. Management of IT related Service Provider agreements and negotiation with firms regarding fees and scope of services.
OTHER DUTIES
1. Follows safe work practices and procedures and ensures safety procedures are observed in a variety of working environments including heavy marine/industrial facilities.
2. Operation, towing and deployment of specialized equipment found with in District's Mission Critical Technology Domains.
3. On an assigned rotational basis, provides after-hours on-call support for 24x7 mission critical systems.

MINIMUM REQUIREMENTS
Education, Training and Experience:
Graduation from a four-year college or university with a major in computer science, management information systems, information technology management or a closely related field; and four years of progressively responsible experience combined work experience across two or more Technology Domains in any combination of the following: evaluating current IT policies, procedures and practices, recommending and/or leading IT driven change efforts, participating and/or leading activities to achieve project tasks/meet deadlines, and performing solutions design including two years of technology related work experience in an environment similar in size and complexity to that of the District,
Or;
Graduation from a two-year college or university with a certificate in computer science, management information systems, information technology management or a closely related field; industry certification; and six years of progressively responsible experience combined work experience across two or more Technology Domains in any combination of the following: evaluating current IT policies, procedures and practices, recommending and/or leading IT driven change efforts, participating and/or leading activities to achieve project tasks/meet deadlines, and performing solutions design including three years of technology related work experience in an environment similar in size and complexity to that of the District.
Time served as a District Intern counts towards the years of experience.
Licenses; Certificates; Special Requirements:
A current, valid California Class C driver's license at time of appointment and maintained at all times thereafter in order to operate a vehicle on District business.
California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent in this position will be enrolled in the California DMV Pull Notice Program. The pull notice program provides information on the incumbent's driving record and Driver License status on a periodic basis to the San Diego Unified Port District. An employee assigned a District vehicle must acknowledge receipt and understanding of District Administrative Procedures covering the use of District vehicles.
This position may be subject to a pre-employment background check. The District will conduct a California Department of Justice/FBI fingerprint and criminal history check; felony convictions may be disqualifying. Misdemeanor convictions may be disqualifying depending on type, number, severity, and how recently they occurred. Criminal arrests and convictions during employment may result in termination or limitation in job duties if no reasonable accommodation can be made.
An additional background check may be required to work at the San Diego County Regional Airport District (SDCRAA).
