The Position


This Information Systems Specialist I/II recruitment is being conducted to fill one full time vacancy. The list established by this recruitment may be used to fill future extra-help, part time, limited term, and full-time vacancies for up to one year. The Information Technology Services Department can fill this position at the I or II level based on qualifications of the candidates.
The ideal candidate will have excellent analytical skills and be innovative, solution-oriented, autonomous, a self-starter, a team player, a sound decision-maker, and resourceful.
Description
The County of Napa is seeking an experienced professional to support enterprise GIS in the Information Technology Services Division. This position functions primarily in an IT-support role specializing in the county’s GIS. The selected applicant will assist users in other departments in their use of GIS technology and the ArcGIS product suite and provide guidance on GIS workflows and best practices. The selected applicant will help manage the enterprise GIS infrastructure which includes ArcSDE, ArcGIS Server, Enterprise, ArcGIS Online, GIS data maintenance, automated tasks, web applications and will develop reports using SQL Server Reporting Services.
Other duties of this position may include Emergency Operations Center (EOC) support, enterprise GIS software administration, the development of custom and off-the-shelf web and mobile GIS applications and the integration of GIS solutions with multiple systems and technologies including 3rd party software, SQL Server and SQL Server Reporting Services.
Please Note: The ideal candidate will be well versed in all aspects of GIS technology and best practices. The minimally qualified candidate will be well versed in Desktop and Web GIS and will have the experience, knowledge, skills and abilities that will transfer to learning more advanced skills. This position involves a significant amount of IT support and GIS project work. The Ideal Candidate will possess the following knowledge, skills and abilities upon entry to the position.
KNOWLEDGE OF:

  • Complex GIS data models
  • Source code management procedures/techniques
  • Project management principles and practices
  • ESRI's enterprise product suite (ArcGIS Online, Enterprise Portal, ArcGIS Pro, ArcGIS desktop, Enterprise GDBs
  • Object Oriented Programming
  • Spatial analysis and geoprocessing techniques
  • Geographic Information Systems (GIS) practices and standards.
  • GIS concepts, methodology, and terminology
  • SQL Server, T-SQL, SQL Server Reporting Services (SSRS).Relational database technology and practices.
  • Commonly used spreadsheet, word processing, scanning, presentation, and database software
  • Spatial Data, geodatabases, visualization and representation
  • End user IT support best practices
ABILITY TO:
  • Perform basic mathematics and geometric calculations of plane and solid figures.
  • Prepare clear and concise work documentation, updated procedures and technical reports.
  • Analyze and solve problems logically, and follow detailed instructions.
  • Perform technical troubleshooting related to GIS workflows
  • Organize own work, set priorities, and meet critical deadlines.
  • Maintain department map-related records.
  • Establish and maintain effective relationships with county employees, contractors and the general public.
  • Suggest and implement technical GIS solutions to end users
  • Communicate clearly and effectively both orally and in writing to various audiences.
  • Assist in software and system upgrades
  • Prepare maps and graphics using commonly accepted practices of cartography, including those unique to the County.
  • Use initiative and independent judgement within established procedural guidelines.

Information Systems Specialist I:
$40.65-$48.45 Hourly
$3,252.00 -$3,876.00 Biweekly
$7,046.00-$8,398.00 Monthly
$84,552.00- $100,776.00 Annually
Information Systems Specialist II:
$46.30 - $55.44 Hourly
$3,704.00 - $4,435.20 Biweekly
$8,025.33 – $9,609.60 Monthly
$96,304.00 -$115,315.20 Annually
The Recruitment Process
1. Applications are due by 5:00 P.M. Yuesday, May 31, 2023.
2. Applications will be screened for minimum qualifications tentatively during the week of May 30, 2023.
3. Candidates that meet the minimum qualifications will have their supplemental responses scored by subject matter experts tentatively during the week of June 5, 2023. Only the most qualified applicants from the scoring of the supplemental questions will be invited for an oral panel interview.
4. Oral Panel Interviews will tentatively take place the week of June 19, 2023. Only the most qualified candidates from the interview process will be placed on the eligibility list and may be considered to fill positions for up to one year.

Information Systems Specialist I:

Experience and Education
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
Experience:
None required.
Education:
Equivalent to graduation from college with major course work in data processing, computer science, graphic design, or a closely related field, and minor course work in business principles. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
License or Certificate:
A position assigned to this class may require possession of a valid California Driver's License.


Information Systems Specialist II:

Experience and Education

To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:

Experience:
Two years of programming, systems, and/or Web design and development experience in a governmental or business operation.
Education:
Equivalent to graduation from college with major course work in data processing, computer science, graphic design, or a closely related field, and minor course work in business principles.

Additional qualifying experience may be substituted for the required education on a year-for-year basis.
License or Certificate:
A position assigned to this class may require possession of a valid California Driver's License.

  • Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

Disaster Service Worker:

Napa County employees automatically become Disaster Service Workers. This means that when Napa County experiences emergencies (earthquake, wildfire, power outage, etc.) you may be asked to pivot from your regular duties to provide critical services to those affected by the emergency (CA Govt Code § 3102).
