This GIS Technician I/II recruitment is being conducted to fill one full time vacancy. The list established by this recruitment may be used to fill future extra-help, part time, limited term, and full time vacancies for up to one year. The Planning, Building & Environmental Services Department can fill this position at the I or II level based on qualifications of the candidates.

GIS Technician I:
$32.13 - $38.14 (hourly)
$5,569.20 - $6,610.93 (monthly)
$66,830.40 - $79,331.20 (annually)
GIS Technician II:
$33.70 - $40.08 (hourly)
$5,841.33 - $6,947.20 (monthly)
$70,096.00 - $83,366.40 (annually)
The ideal candidate will have excellent analytical skills and be innovative, solution-oriented, autonomous, a self-starter, a team player, a sound decision-maker, and resourceful.
Under general supervision, the GIS Technician prepares, revises, and maintains various geospatial data, maps, mapping-related records, documents, and reports used with the County's Geographic Information Systems (GIS). The incumbent utilizes GIS to create, revise, manipulate, and maintain geospatial data in a local desktop environment and on an enterprise level; produces visual aids and graphics for presentation; and uses GIS to perform spatial analysis as required. Performs related work as assigned.
The Recruitment Process

2. Applications will be screened for minimum qualifications tentatively during the week of June 5, 2023.
3. Candidates that meet the minimum qualifications will have their supplemental responses scored by subject matter experts tentatively during the week of June 5, 2023. Only the most qualified applicants from the scoring of the supplemental questions will be invited for an oral panel interview.
4. Oral Panel Interviews will tentatively take place the week of June 19, 2023. Only the most qualified candidates from the interview process will be placed on the eligibility list and may be considered to fill positions for up to one year.

Provides technical services relating to the development and operation of the department's Geographic Information System (GIS), including scanning and digitizing documents and updating/editing layers; assemble, collect, encode, update and integrate geographic data into the County's GIS, performs edit checks on encoded data, and reviews computer output for accuracy; research and compile data from various sources, including maps filed with the County Recorder, Assessor parcel maps, topographic maps, and data initiated and/or maintained by other agencies; prepares the layout and design of a variety of maps and graphics for presentation; enters and retrieves data from computer information systems; determines which geographic data are necessary to create county maps and related documents; produces maps and associated documents using GIS software and hardware; provide support to the public, in person and over the phone, on matters related to maps, map data, and property information; research regulations, procedures and/or technical reference materials as necessary; maintains library of scanned documents that are linked directly to GIS map-based features; assists department staff in creating and designing effective presentation materials; use standard office equipment in the course of the work; may drive a personal or County vehicle to attend meetings at various departments and agencies; perform related duties as assigned.
GIS TECHNICIAN I EXPERIENCE AND EDUCATION
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience:
One year of technical professional experience involving GIS data compilation, cartography, data management, and manipulation, spatial analysis, or industry-standard GIS software and practices. Experience using additional tools, such as graphics software, is highly desirable.
Education:
The equivalent of two years of college with major coursework in computer science, geographic information systems, or a closely related field. An Associate of Arts degree in a relevant area is highly desirable. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)
License or Certificate:
Possession of a valid California Driver's License.
GIS TECHNICIAN II EXPERIENCE AND EDUCATION
Experience:
Two years of technical professional experience involving GIS data compilation, cartography, data management and manipulation, spatial analysis, or industry-standard GIS software and practices. Experience using additional tools such as graphics software is highly desirable.
Education:
Equivalent of two years of college with major course work in computer science, geographic information systems, or a closely related field. A Bachelor’s degree in a relevant area is highly desirable. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.).
License or Certificate
Possession of a valid California Driver's License.
- Any license, certification, or registration required for this position shall be maintained (i.e., active and in good standing) during employment with Napa County. For continued employment with Napa County, you must keep such license, certification, or registration to meet the minimum qualifications of this position.
Napa County employees automatically become Disaster Service Workers. This means that when Napa County experiences emergencies (earthquake, wildfire, power outage, etc.) you may be asked to pivot from your regular duties to provide critical services to those affected by the emergency (CA Govt Code § 3102).
