Job Description
Culmen International is looking for an experience Program Manager to manage the International Technical, Operational, and Professional Support Services (ITOPSS) IDIQ contract.

Role and Responsibilities:
The ITOPSS IDIQ Manager will serve as Culmen’s liaison to CDC and provide general leadership for technical aspects of the work performed under this contract. The IDIQ Manager will be Culmen’s principal subject matter expert and will manage project staff. The person will monitor contract activities, coordinate with subcontractors and vendors, and recommend adjustments when necessary. He/she will be responsible for the contract’s operations performance management and strategic planning relating to execution of ITOPSS task orders.
Serve as the Contractor’s primary point of contact (POC) with the IDIQ COR and CO for IDIQ matters. CDC will regularly communicate with the IDIQ POC regarding policy changes that impact programming under the IDIQ.Provide central management and oversight of Task Orders under this award, working collaboratively with CDC central and field project managers, technical officers, Contracting Officers, and meet and consult regularly with the IDIQ COR. Ensure quality and control methods are applied in a consistent and transparent manner for all contracted IDIQ tasks and functions. Responsible for the administration and management of the IDIQ, including submitting IDIQ-level reporting requirements.Responsible for coordination across Task Orders, including: mentoring, training, and guiding Contractor Task Order staff; general management oversight on all Contractor Task Orders under this award; and quality control and timelines of all deliverables.Work with CDC to resolve issues (across Task Orders or at individual Task Order levels if appropriate) and share lessons learned and best practices. Ensure regular data collection and information management across Task Orders to contribute to CDC’s learning agenda on preventing armed conflict and violence.
Basic Requirements:
  • Prior experience managing complex IDIQs and delivering services in multiple locations worldwide. Strong written and verbal communications skills
  • Extensive knowledge of operations strategic planning performance management to support international development/foreign assistance programs;
  • Graduate degree in international public health, international relations, epidemiology, management, or related field
  • 8+ years of relevant experience in an operations management role for an international health program, preferably in a governance- challenged environment, cross-border setting, non-English speaking region;
  • Demonstrated knowledge of CDC rules and regulations; Experience managing major IDIQs and sub-contracts;
