Job Description

This position is located in the District Department of Transportation (DDOT), Talent, Business, and Strategy Administration, Administrative Services Division (ASD). The incumbent is responsible for providing the full range of technical, assistance, guidance and advisory services to managerial, supervisory and nonsupervisory staff in managing human resource activities for the agency. The Human Resources Specialist serves as a liaison between the agency and the D. C. Department of Human Resources.

Duties and Responsibilities

The incumbent is responsible for the development and submission of HR (personnel action) requests related to recruitment, staffing, position classification, employee and labor relations, training, record management, incentive awards, proposal for adverse action, grievances and appeals, performance evaluations, tours of duty, leave and pay administration, and other human resource matters. Advises on or assists with developing compensation methods and philosophy, reward methodologies, and special compensation, benefit, and rewards programs/projects. Conducts ongoing analysis and evaluation of program policies, procedures, and workflow processes; recommends revisions to accommodate changing operational requirements; and provides statements of justification and implementation plans for proposed changes. Develops, analyzes, and evaluates administrative procedures, functions, controls and systems for the agency. Researches, interprets and applies pertinent laws and standards, including District and Federal regulations and procedures related to personnel matters and administrative issues/problems.

Maintains and utilizes the District’s employee benefits program to effectively research, analyze, investigate, resolve, and audit employee’s general and specific inquiries, problems, or discrepancies. Assists employees with understanding their benefit options, associated costs and other considerations by providing materials, information and analyses warranted by the situation. Participates in developing various forms, statistical reports, and narrative reports requested by agency management and DCHR. Assures that agency managers and supervisors understand them through training, coaching, and other means which include policies, notices, issuances, etc. Attends meetings and participates, as needed, by making presentations and providing background information.

Qualifications and Education

The incumbent must possess at least one (1) year of specialized experience equivalent to the next lowest grade level in the normal line of progression. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position such as but are not limited to, experience in human resources, recruitment and staffing, employee relations, compensation, compliance or benefits. Thorough knowledge of and skill in applying HR concepts, practices, laws, regulations, policies, and precedents sufficiently to provide HR management advisory and technical services on organizational functions and work practices.

A bachelor’s degree in a relevant discipline such as human resources or business administration is preferred.

At least four years of increasingly responsible, directly related experience in human resources, compensation, recruitment or staffing, employee compliance, or benefits is preferred.

Collective Bargaining Unit (Union): This position is not covered under a Collective Bargaining Unit.

Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends, holidays, and in on-call situations. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
