Job Description

This position is located in the Department of Human Services (DHS), Office of Human Resources (OHR). The incumbent in this position will be responsible for providing timely advice, coaching, and assistance to management on progressive discipline matters, legal implications and risks, union contract and other labor relations issues such as performance management and employee development. Assist with the development and implementation of employee relations strategies, programs, and policies. Assist managers and employees in understanding and applying Human Resources tools in order to ensure legal compliance, maximize employee performance, achieve organizational effectiveness, and improve employee engagement.

Duties and Responsibilities

Acts, as requested, as a liaison between supervisor and staff. Relays instructions and requirements, policies and procedures, coordinates work assignments to ensure timeliness, thoroughness, and compliance to deadlines, regulations and reporting requirements. Provides guidance and assistance with employee and labor relation matters. Provides follow-up activities in response to assigned technical and procedural inquiries received by the HR office regarding operational matters. Keeps abreast of current policies, procedures, and processes in order to provide timely, accurate and effective customer service in response to request for information and/or appropriate processes and procedures.

Maintains personnel information in order to produce regular and special reports upon immediate requests. Reports include statistical analysis, position status and personnel performance measures. Participates in the development of technical and administrative operational procedures for use throughout the OHS; and keeps abreast of current personnel and administrative policies, procedures, rules, regulations, and requirements to resolve current and/or anticipated problems.

Qualifications and Education

Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Tour of Duty: M-F 8:00 a.m. to 4:30 p.m.

Pay Plan, Series and Grade: CS-0201-12.

Promotion Potential: None

Duration of Appointment: Career Service Term Appointment Not-To-Exceed (NTE) 13 months. A Term employee does not acquire permanent status on the basis of his/her term appointment. Continued employment under this appointment is contingent upon availability of funding.

Collective Bargaining Unit:This position is not covered under a collective bargaining unit.

Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.

Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:

  • Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
  • Carry or wear their official District government ID card during the period of the declared emergency, if not teleworking.
  • Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
  • Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
  • Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
