Job Description

The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. There are five teams within OSSE Human Resources (HR); Recruitment, Employee Relations, Payroll, Training & Development, and Compliance. The Recruitment team is seeking a dynamic and motivated Human Resource Specialist to join their team and help support OSSE’s mission and vision.

The Human Resources Specialist serves as liaison between the agency and the D. C. Department of Human Resources, and as the initial HR point of contact for the agency. Incumbent is responsible for: providing the full range of recruitment assistance, guidance, and advisory services to managerial, supervisory, and non-supervisory staff in the management of human resource activities for the agency; and resolving human resource and administrative issues.

Duties and Responsibilities

In this position the incumbent will serve as the primary point of contact for all recruiting needs of the agency and the assigned division within OSSE. The recruiter performs a wide range of functions such as position management, develops staffing plans/strategies and recruitment and selection of employees. Directs workforce planning through constant communication and awareness of the anticipated needs of the organization in accordance with the requirements prescribed by the DC Office of Human Resources. One of the primary responsibilities of the Human Resources Specialist consists of working with various components of the DC Office of Human Resources assigned to service the Office of the State Superintendent of Education (i.e., Classification, Recruitment and Staffing, Employee Relations).

Additional responsibilities of the position include review of all personnel actions for accuracy, completeness and compliance with personnel policies and procedures. Ensures that all personnel documents have proper supporting documents, codes, series, grade, and position control number prior to affixing signature. Reviews applications, requests additional information if needed; provides employment information; supports review panel and supervisors in their review process, interviewing and selection of applicants; assists the Human Resources Manager in the job offer and confirmation process. Monitors all management and administrative aspects of the personnel administration program that ensures the flow of documents. Consults and develops solutions. Responds in writing or verbally to written and oral requests for information from constituents, peers, employees, and other District agencies. Coordinates and monitors special projects as assigned; works closely with staff to ensure the completion of projects is accomplished.

Qualifications and Education

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Bachelor’s degree is preferred but not required.

Licenses and Certifications

PHR Certification preferred but not required.

Working Conditions/Environment

Work is normally performed in an office environment.

Tour of Duty: Monday – Friday; 8:15 am – 4:45 pm

Duration of Appointment: This is a Grant Funded position with an expiration date of 9/30/2024.

Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.

Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Emergency Designation: This position has been designated as emergency and acceptance of this offer confirms you agree to adhere to the policies in sections 1271 and 1274 of DPM Chapter 12, regarding Emergency employees. As an emergency employee, you will be required to either report to work, stay at work, or telework (if directed to do so) during a declared emergency or during a period of non-emergency where your duties have been deemed as critical District government functions/operations. You may be required to perform other duties outside of your position description during a period of a declared emergency (such as manual labor, shelter services, etc.).

Residency Preference: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
