Summary
The human resources director / manager is directly responsible for the overall administration, coordination and evaluation of the human resources function.
Directs the development, implementation, and coordination of policies and programs covering employment, wage and salary management, organization development, training, safety and health, benefits, and employee services.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
This list of duties and responsibilities is not all inclusive and may be expanded to include other duties and responsibilities, as management may deem necessary from time to time.
1.Direct the interpretation and application of established human resource policies throughout the organization to ensure fair and consistent treatment of all employees.
2.Review all human resource policies, programs, and practices to keep the organization up to date on current practices and changing regulatory requirements.
3.Direct and coordinate various activities designed to promote and maintain a high level of employee morale.
4.Take the necessary actions to create an atmosphere conducive to the best possible employee-employer relationship.
5.Keep up to date on governmental regulations and reporting requirements affecting company policies and human resource practices to include EEO, OSHA, ERISA, and wage and hour regulations.
6.Implement changes and develop policies to comply with these changes.
7.Establish compensation policies and structures, and performance appraisal programs.
8.Assure that the compensation program is competitive and equitable in light of the organization's compensation philosophy.
9.Exercise general supervision over the administration of the employee benefit program and the health and safety programs.
10.Evaluate the cost of employee benefits in relation to employee needs and monitor the effectiveness of current health and safety programs.
11.Participate in executive team to plan and formulate the strategic direction of the company.
12.Keep executive team informed of government regulations or human resource related problems that could have an impact on the company's bottom line.
13.Maintain overall supervision of the organization's recruitment, placement, and training programs and ensure compliance with Equal Employment Opportunity regulations
14.Responsible for budget performance and for initiating cost saving directives in the human resource department.
15.Prepare and direct the preparation of various reports for management review to include HR metrics, headcount reports and budgets.
16.Conduct monthly business update meetings as required.
17.Participate in various community related activities to promote company image.

2.Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
3.Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment Advises management in appropriate resolution of employee relations Issues. Responds to inquiries regarding policies, procedures, and programs.
4.Administers performance review program to ensure effectiveness, compliance, and equity within organization. Administers salary administration program to ensure compliance and equity within organization.
5.Investigates accidents and prepares reports for insurance carrier. Conducts wage surveys within labor market to determine competitive wage rate.
6.Represents organization at personnel-related hearings and investigations.
Qualifications:

Education and/or Experience
Requires a bachelor's degree from a four-year college or university with courses in human resource management or business administration plus eight to ten years progressively responsible generalist experience; or thirteen to fifteen years progressively responsible related experience; or a combination of education and experience.A master's degree in business administration is recommended, but not required.Requires five years’ previous management experience.
Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, human resource related reports, and governmental regulations. Ability to write reports, business correspondence, and personnel policies and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, executives, and other employees of the organization. Requires good negotiation skills.
Mathematical Skills
Ability to work with mathematical concepts such as statistical inference, and regression analysis. Ability to apply concepts such as cost analysis, percentages, ratios, and proportions to practical situations.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical rules and documents and deal with several abstract and concrete variables.
Other Qualifications
Requires the ability to operate various office equipment to include a computer, voice mail, copier, fax, and calculator. Requires the ability to operate various software such as word processing, spreadsheets and databases. Requires a broad knowledge of employment, compensation and benefits, training and development, labor relations, and organization planning. Requires a good understanding of company policies and procedures.
