KEY RESPONSIBILITIES:

  • Stay updated on the latest HR trends, business environment changes, and challenges facing employers in Hawaii.
  • Act as a spokesperson and advisor for member companies in unemployment insurance appeals hearings.
  • Conduct HR workshops, webinars, and seminars to educate attendees on HR topics and trends.
  • Collaborate with members, offering alternative options and recommendations to address HR challenges effectively.
  • Engage with the community through participation in human resource organizations and volunteering activities.
  • Provide comprehensive guidance, assistance, and advice to member companies on HR administration, management, and employee relations matters.
  • Nurture member relationships through member visits, ensuring their satisfaction and retention.

ESSENTIAL DUTIES/FUNCTIONS:

  • Ongoing professional development and knowledge enhancement of the human resources field as well as business environment and challenges facing Hawaii employers.
  • Serves as spokesperson and/or advisor for member companies in unemployment insurance appeals hearings. Compiles relevant documents related to the case, prepares witnesses and plans strategy for the hearing.
  • Participates in community human resource organizations.
  • Conducts in-house and public workshops on human resource-related topics, including the development of presentationsand other materials.
  • Provides guidance, assistance, and advice to member companies concerning human resource administration, management, and employee relations. Activities include reviewing and assisting members to develop employee handbooks, policies, employment applications, performance evaluations, job descriptions, and other employment forms.
  • Accompanies the Member Experience Manager and/or VP & Director of Membership Development on new member calls.
  • Provides member companies with research materials, data, or information upon request or as needed.
  • HR Hot Line coverage as scheduled (4 -5 times per month).
  • Thought partner to members in the full range of HR topics and the handling of employee issues. Provides alternative options for member consideration.
  • Volunteers in community activities.
  • Collaborates with other HEC departments to identify member needs and recommend services.
  • Conduct member visits (in-person/virtual) and manages member relationships to ensure member outreach, satisfaction, and retention.
  • Conducts HR Practices reviews of member companies and recommends changes.
  • Maintains a log of member interactions and member engagement activities.
  • Participates in external speaking engagements requested by external organizations.
  • Refers prospective members.
  • Develops, coordinates, and hosts webinars, seminars, and workshops to advise attendees about various human resource topics and trends. Prepares and assembles appropriate training material or packets as needed.

OTHER DUTIES

  • Other duties as assigned.
  • Works independently in highly complex matters, conducts research, special projects, and prepares reports and materials for publication when required.
  • Advise/assist Talent and Organizational Development staff with HR related training topics, questions. Attend training sessions that require a Subject Matter Expert (SME).
  • Reviews supervisory and other training programs as needed.
  • Participates in ad-hoc teams (i.e., facilitating roundtable discussions).
  • Writes and edits selected HEC publications as needed.

WORKING CONDITIONS

  • Workstation: Air-conditioned office. Remote work available. Duties require visiting other sites under a variety of indoor and outdoor conditions.
  • Equipment: Personal computer, copier, facsimile machine, and telephone/voice mail system. Access to a personal vehicle required. Must possess valid driver’s license.
  • Work Hours: Weekdays: Normal business hours. Weekends or additional hours as necessary to meet business needs.

COGNITIVE DEMANDS

Most duties involve dealing with highly confidential and/or sensitive information requiring the use of good judgment and discretion. Duties also require analytical ability, attention to detail, concentration, ability to multi-task and alertness. Requires dealing with situations involving changing priorities, complex issues and maintaining cooperative and productive work relationships. Must be able to work under minimal supervision.

PHYSICAL DEMANDS

Requires sitting and standing for prolonged periods during meetings and presentations. Frequently requires travel to other sites with periodic travel to the neighbor islands.

COMMUNICATIONS DEMANDS

Requires frequent oral and written communication with a variety of management representatives, government officials, and with HEC professionals and support staff. Also requires making oral presentations in person and virtually before workshop groups and other meetings for up to three hours without a break.

QUALIFICATION REQUIREMENTS

  • Education/Experience: Bachelor’s Degree in Business Administration, Human Resources, Industrial Relations, or a related field. A minimum of seven years of progressively responsible experience in human resource management; or any combination of education and experience which would provide the necessary, skills, abilities, and knowledge to carry out the duties of this position.
  • Skills/Knowledge: Must have a broad knowledge of human resource management, employee relations, labor law, research methods, and procedures. Knowledge of economics and statistics is helpful. Must have strong communication skills (oral and written) and be able to work with management at a variety of levels. Experience with Microsoft Office, customer relations management, and video platforms such as Zoom.
  • Certifications: HRCI or SHRM certification is required or must obtain within one year of employment.
