Job Description


The Iowa Finance Authority (IFA) is searching for an outstanding, motivated professional to join our Federal Programs team as our Homelessness Program Manager.


The Homelessness Program Manager position administers federally funded programs related to housing instability, and in a training capacity, performs compliance monitoring duties for assigned homelessness programs.


General Duties (summary)


Program Management


  • Provides guidance, training, and recommendations on assigned programs to stakeholders
  • Represents IFA on task forces and at conferences related to housing instability and serves as point of contact for stakeholders, including homeless service providers, housing participants, and U.S. Housing and Urban Development
  • Acts as subject matter expert on homelessness programs in order to establish program goals and organizational plans
  • Prepares internal procedures for grant and contract management to ensure regulatory compliance
Compliance Monitoring


  • Learns to perform monitoring duties for assigned homelessness and housing instability programs to assure compliance with federal and state rules and regulations
  • Advises stakeholders on program policies, procedures, and standards
  • Coordinates resources to ensure site visits and reports are completed and prepared per regulation standards
  • Travels to various sites around the state to perform monitoring visits
  • Works with stakeholders to resolve issues of non-compliance and works with entities to ensure they remain compliant per program standards
Council Administration


  • Collaborates with Council members to make recommendations for improving policies and procedures that impact programs affecting the homeless
  • Acts as administrator for the Iowa Council on Homelessness

The Homelessness Program Manager position is a non-merit, contract covered position that is classified by the State of Iowa as a Compliance Officer 1. This position is exempt (salaried) per FLSA regulations.

Minimum Qualification Requirements


Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:


  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time, professional-level work involving the interpretation and enforcement of federal and state laws or department policies and procedures or quality assurance review as determined through internal audit or analysis of the level of compliance to program requirements.
  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in investigative or closely related work which involved: preparing interpretative or administrative orders, rules, or regulations which have the effect of law; or interpreting and enforcing federal or state laws governing health care administration; or quality assurance review to determine, through internal audit or analysis, the level of compliance with program requirements; or drafting, negotiating, or examining contracts or related documents required for organizational operations.
  • Graduation from accredited school of law.
  • A total of seven years of education and/or full-time experience (as described in number one and two), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
