Homelessness Program Manager Jobs

Demonstrated advanced knowledge of local, state, federal and private grants management.

Must have at least 3 years’ supervisory and budget-management experience.

Lived experience and/or demonstrated professional skills working within a diverse work environment.

Proven excellent facilitation and communication and public speaking skills (verbal and written) across demographic and diverse populations.

Demonstrated strong analytical and problem-solving skills and ability to analyze complex problems/issues.

Proven skills to help develop and implement departmental and agency strategic plans.

Prepares, reviews, and presents staff reports, various management and information updates, and reports on special projects as assigned.

Budget development, contract administration, Commission-wide administrative practices, and general principles of risk management related to the functions of the assigned area.

Organizational and management practices as applied to the analysis and evaluation of projects, programs, policies, procedures, and operational needs.

Conducts a variety of departmental, organizational, and operational studies and investigations; recommends modifications to programs, policies and procedures as appropriate.

With Program Manager oversight, reviews program regulations to determine audit requirements

Collaborates with Program Manager to review program federal regulations and create application criteria

Applicant must pass a comprehensive background check before an offer for employment will be extended.

Provides administrative assistance as required to administer Homelessness Programs, including the Iowa Council on Homelessness

Responds to inquiries and requests for information from internal and external stakeholders including local contract holders and federal and state agencies

Trains and provides guidance for non-profit organizations participating programs as related to appropriate documentation for expenditures

The minimum qualifications for education and experience and knowledge, skills and abilities are the following:

Best practices and community approaches to prevent and end homelessness, including policy development and program management.

Develops and recommends policy on homelessness; offers recommendations for improvement and change.

In consultation with the Communications Manager, performs various public relations activities, which may include development of promotional materials and press releases.

Create and sustain positive and respectful working relationships with colleagues, stakeholders, business leaders, citizen groups and department managers.

Work effectively with business leaders, financial institutions, citizen groups and department managers who cover a broad range of disciplines.

Assist with contracting process, drafting contract exhibits and entering information into the Contract Management System (CMS).

Respond to inquiries about YFHPI case management and/or rental assistance.

Participate in the preliminary review of applications for rental assistance, working closely with the Rental Assistance Program Manager.

Assist Project/Program Manager II’s with the development and monitoring of budgets.

Have analytical and problem-solving skills.

Demonstrate high level communication skills, both written and verbal, for different audiences and communication needs

Have great communication and conflict resolution skills.

Valid First Aid & CPR certifications (must be obtained within 6 months of hire)

Experience working in a municipal setting.

Job Summary: *Start Date Scheduled for May 29, 2023*

- Identify, make referrals to, and coordinate necessary and appropriate community resource programs.

Prepares internal procedures for grant and contract management to ensure regulatory compliance

Acts as subject matter expert on homelessness programs in order to establish program goals and organizational plans

Provides guidance, training, and recommendations on assigned programs to stakeholders

Coordinates resources to ensure site visits and reports are completed and prepared per regulation standards

Advises stakeholders on program policies, procedures, and standards
