Job Description

Title: Program Manager - HS

12 Months (Possible CTH)

CALIFORNIA

This national position supports the Charitable Health Coverage (CHC) Business Line leadership in setting strategic and business direction, and leading the development and execution of analyses, plans, and business processes to support regional and national CHC strategies.

The Senior Manager will work closely with the regional and national CHC Business Line leadership, key national and regional functional areas, and other lines of business such as Kaiser Permanente Individual and Family (KPIF). The scope of work includes stakeholder management and facilitation, issue management, change management, program/project management, and strategic development, to support the short and long-term success of the CHC line of business. In addition to supporting strategy development, the Senior Manager will be accountable for issue assessment, impact analysis, developing work plans, and identifying outcomes and critical path milestones to monitor performance or progress, especially as it relates to CHC Program strategy, integration with KPIF, CHC re-application activities, annual plan renewal, and annual open enrollment and year end activities. Responsibilities may include executing on tactics and initiatives.

This individual will play a key role in keeping current on federal and state legislation and compliance requirements related to individual and family plans. This means understanding the impact(s) to the CHC line of business and developing/executing new CHC strategies and tactics as needed to remain compliant with federal and state requirements.

This individual will also be leading and coordinating projects and initiatives for CHC that cross functional areas, regions, and business lines.

This position also supports the national CHC community of practice.

Essential Functions:

§ Responsible for supporting the development, execution and ongoing monitoring of regional and national CHC related strategies and work streams; able to be a thought partner with stakeholders to identify gaps and opportunities; works with other national leaders within and outside the business line and functional areas to develop comprehensive solutions.

§ Engage with functional areas to ensure that CHC receives the appropriate support program-wide for all CHC business cycles. Set and disseminate CHC priorities and objectives to supporting functional areas. In partnership with functional and regional leaders, ensure that plans are developed with clear goals, timelines, milestones and key outcomes; monitor progress and results, identify risks, and create mitigation plans as needed.

§ Engage with functional areas supporting CHC to ensure that processes, including cross-functional processes are as efficient as possible with an eye towards continued process improvement.

§ In partnership with marketing/communication resources, ensure that program member/consumer facing collateral is updated regularly and disseminated in a timely manner to meet business objectives.

§ Monitors changes to environment e.g., legislative, KPIF, Community Health that can impact CHC strategies, business plans, and business processes and partners with CHC leaders, functional areas and other lines of business to conduct analyses and develop action plans as needed.

§ In consultation with national CHC leader, crafts and maintains national CHC line of business policy. Consults with stakeholders such as but not limited to Legal, Compliance, regional CHC teams as needed.

§ In consultation with Legal, Compliance, KPIF and other business partners, monitors applicable regulations and standards and supports closure of any gaps/corrective actions as needed to maintain CHC Program compliance with federal and state requirements, and with CHC and KP community-benefit policies.

§ Builds relationships with peers and stakeholders to obtain necessary resources and gain support in project delivery

§ Builds relationships across the organization, and with external partners where appropriate, to gain buy-in/influence and move initiatives forward.

§ Represent CHC at national, regional, and functional area meetings e.g., KPIF LOB.

§ Interacts with key leaders to provide status reporting including executive reporting, cross team reporting and program wide reporting.

§ Leads/facilitates CHC community of practice. This includes all logistics for team meetings, agenda and materials development; follow through on action items, and driving team and individual regional work forward.

§ Leads, organizes and guides team(s) through complex decision-making regarding resource allocation, project scope and deliverables in the context of conflicting priorities and limited resources.

§ Provides leadership when problem solving including analyses, identification/evaluation of options and making/selecting recommendation. Engages resources as needed.

§ Anticipates and identifies issues, mitigates risk, and escalates issues for resolution by at the executive sponsor level as necessary.

§ Coordinates data and reports across functional areas and regions as needed to support strategic decision making and business line operations.

§ No direct supervisory responsibilities at this time other than mentoring/coaching functional support team members as needed to improve skills and capabilities.

§ Up to 30% travel.

Basic Qualifications:

§ 8 - 10 years’ work experience in health plans or related field

§ Bachelor’s degree

§ At least 5 years of leadership experience or Master’s degree and 5 – 7 years’ experience in leading and managing complex, cross functional initiatives

§ Experience in coverage and assistance programs serving low-income populations e.g., Medicaid, financial assistance from the Marketplace

§ Knowledgeable about Affordable Care Act (ACA)

§ Regulatory/compliance experience, particularly related to health plan product compliance

§ Experience working with regulations and using them to inform program policy/design and business processes

§ Knowledgeable about health plan operations and managing a product line

§ Must be organized, able to work independently and be a strong thought partner with leaders and other team members

§ Strong written and verbal communication skills, must be able to adjust verbal and written communications depending on audience e.g., executives vs. project team

§ Experience analyzing complex data from multiple sources and developing reports, business case documents, and recommendations

§ Program management and process improvement experience

  • § Proficient in MS Office suite of products, MS Visio, MS Project
