We are seeking a Medicaid Management Information Systems (MMIS) Senior Project Manager to participate in the management of contracts with vendors to operate the Missouri Medicaid claims and payment processing systems, to participate in the procurement and implementation of replacement systems including managing the development of technical architecture and systems integration strategies, and to participate in the management of development efforts and system enhancements for the existing MMIS systems.


The Senior Project Manager will be responsible for managing the vendor providing Independent Verification and Validation services and for working with the Enterprise Project Management Office (EPMO) on the system replacement projects. The Senior Project Manager will be responsible for drafting, reviewing, and executing Project Assessment Quotations and Requests for Proposal and for managing the Office of Administration processes for approval of these documents. The MMIS is the primary system utilized by the Missouri Department of Social Services (DSS), Missouri HealthNet Division (MHD), to administer the medical assistance program in Missouri.

This position is with the Office of Administration, Information Technology Services Division (OA-ITSD) Enterprise Project Management Office (EPMO) providing support to ithe Missouri Department of Social Services (DSS).

Duties and Responsibilities:

  • Lead complex projects through the entire Systems Development Life Cycle (SDLC)
  • Governance of assigned project budget
  • Assist the Chief Information Officer (CIO), Directors, and/or Managers with strategic planning and direction
  • Exercise independence, and judgment, and take initiative in leading projects
  • Contract Management for vendor-engaged projects
  • May act as Scrum Master or Scrum Coach on assigned projects
  • Project status reporting
  • Embrace continuous improvement and maximize value while eliminating waste by using lean thinking
  • Work effectively with agency staff, business analysts, and developers to successfully complete projects on time and within budget
  • Provide overall planning, coordination, and oversight of all activities for assigned projects
  • Serve as a resource and/or mentor to entry-level team members and less experienced staff

Preferred Knowledge, Skills and Abilities:

Knowledge of the following is required:

  • Project Management methodologies and best practices
  • Business Analysis
  • Knowledge of Scrum according to Scrum.org’s Scrum Guide
  • Concepts, practices, and procedures within the SDLC

Preference is given to those candidates with Scrum Master Certification who demonstrate proven strengths in Negotiation, Lean Thinking, Building Strong Partnerships and Relationship Building, and the ability to develop productive team-oriented relationships.
