Job Description
Requirements And Preferences


The Broward County Board of County Commissioners, Transportation Department is seeking qualified candidates for Fleet Management Superintendent for the Fleet Services Division.


General Description


Plans and directs the activity of the fleet management programs.


Works independently, under limited supervision, reporting major activities through periodic meetings.


Minimum Education And Experience Requirements


Requires a Bachelor's degree from an accredited college or university with major coursework in business, public administration or closely related field.


(One year of relevant experience may be substituted for each year of required education.)


Requires four (4) years of fleet management and administering the replacement program for a vehicle/equipment fleet or closely related experience including two (2) years of related supervisory experience.


Special Certifications and Licenses


Must possess and maintain a valid Florida Class E Driver's License for the duration of assignment.


Must possess/obtain a Class B Commercial Driver's License (CDL) within the first six (6) months of employment, and maintain CDL for duration of the assignment.


Key Responsibilities


Directs the vehicle and equipment acquisitions and disposal section; ensures the County is purchasing quality and energy efficient vehicles and equipment that represent the best value available; develops and manages all aspects of replacement planning, vehicle and equipment purchasing contract creation and implementation, vehicle and equipment specification writing, agency review and approval, manages financial accounting and accounts payable for all acquisitions related purchasing activities, and develops and manages the general fund and Division vehicle and equipment budget; manages the registration process for all on-road vehicles and equipment and vessels; manages the inputting of assets into the County's financial system; provides management reports and data required to properly manage the fleet.


Manages the disposal process to ensure maximum return from disposal of surplus vehicles and equipment; all County and State laws, policies, and ordinances are followed as it relates to disposal of surplus vehicles, equipment, and related assets; ensures assets are accurately represented, free of debris, have County branding removed, and have all County documents and license plates removed when offered to other agencies, auctioned, or scrapped; produces various reports and forms requesting surplus of assets, recording the sale of assets, and manages the asset record removal/retirement from the County's financial system.


Manages the maintenance and operation of County fuel sites to include the purchase of all fuel for multiple locations as well as their maintenance, inspections, and EPA/DEP compliance.


Directs the inventory section and approves parts purchases; directs staff to ensure they utilize best practices to maintain all necessary inventory for county vehicles and equipment to include setting applicable min/max inventory levels, minimizing obsolescence, and maintaining on-demand fill rates.


Writes various reports daily, weekly, monthly, quarterly and annually; analyzes different reports and metrics to enhance performance and provide recommendations for improvements.


Regularly briefs supervisor on amount of work completed and concerns he/she may have; meets with staff, if there is an issue with parts, vehicle and equipment orders, fuel sites, assignments, instructions or other issues; communicates via email and phone with customers to provide updates, issue resolution, and respond to any concerns they may have.


Responsible for employee performance and applying corrective action measures such as coaching, disciplinary and/or performance improvement plans following CBA’s.


Assists in coordinating training events, logs and reports training activities, and maintains an annual training schedule for staff within their assigned area.


Reviews/approves evaluations of all assigned staff. Ensures staff are completing evaluations on time and in compliance with the established standards for evaluations.


Participate in on-boarding/hiring of new staff when needed as the subject matter expert within the Online Recruitment System (ORS).


Performs related work as assigned.


Preferences


  • Certified Public Fleet Professional (CPFP), Certified Automotive Fleet Specialist (CAFS), or Certified Automotive Fleet Manager (CAFM), or Certified Equipment Manager (CEM)
  • One year or greater experience ordering vehicles and equipment, creating vehicle and equipment specifications, or managing a vehicle and equipment replacement program
  • Certification in Project Management
  • ASE Certification in repair, parts, or service writer
  • One year or greater experience managing a vehicle and equipment service and repair parts warehouse
  • Certification in Process Improvement
  • Completion of a recognized vocational education program in Fleet Management, vehicle and equipment specification writing, or vehicle and equipment life cycle management. (Separate from Degree)
  • Master's degree in relevant area
  • Certified Professional Public Buyer (CPPB)
  • One year or greater experience using and running reports in Oracle or PeopleSoft financial system
  • One year or greater experience managing a multi site fuel system
  • One year or greater experience using and running reports in Assetworks Fleet Management Information System


Duties And Responsibilities


The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.


Performs and manages contract administration; purchases quality and energy efficient vehicles and equipment; provides management reports and data required to property manage the fleet.


Ensures maximum return from disposal of surplus vehicles and equipment; maintains and operates county fuel site; supervises the maintenance and the purchase of all fuel for the location.


Supervises inventory section and approves parts purchases; directs staff in planning in the inventory section and also the financial accounting and the accounts payable staff.


Maintains inventory for all county vehicles and equipment, including automotive parts inventory.


Performs related work as assigned.
