One of the primary responsibilities of the Enrollment Services Specialist is to make the determination of a student’s classification as an in-state or out-of-state student for tuition payment purposes. Since financial support comes from Georgia residents through the payment of state taxes for the operation of public institutions of higher education in the State of Georgia, the determination of a student’s classification as in-state or out-of-state is a significant matter. The policies and guidelines in determining a student’s classification were established by the University System of Georgia Board of Regents (BOR), and these policies and guidelines reflect the requirements for in-state classification as required by O.C.G.A. 20-3-66 passed by the Georgia Legislature.
The role of the Enrollment Services Specialist is to examine all of the facts in each case and decide whether or not the student’s outward manifestations demonstrate that domicile has been established in Georgia and maintained for the twelve consecutive months immediately preceding the first day of classes for which in-state status is requested.
In addition, the Enrollment Services Specialist reviews applications for out-of-state tuition waivers submitted by eligible U.S. citizen and noncitizen students. The BOR has established policies, guidelines, and expiration timeframes for each specific out-of-state tuition waiver. Therefore, it is the responsibility of this incumbent to review each request and to enforce the BOR’s requirements and expiration timeframes.
This position is crucial to the operation of the Office of the Registrar and to the financial well-being of the State of Georgia as a whole. Under the supervision of the Associate Registrar, this incumbent will be the primary staff member to review and process tuition classification petitions and applications for out-of-state tuition waivers.
Specific Duties and Responsibilities:
- Interprets and applies the Board of Regents' policies and procedures in daily evaluations of petitions for in-state classification and applications for out-of-state tuition waivers. Meets with students one-on-one to address eligibility concerns.
- Provides impartial and confidential consultation to students and parents regarding immigration requirements and in state tuition requirements. Provides detailed information on the requirements for possible eligibility for certain waivers.
- Confers with the Associate Registrar on complex cases to remain in compliance with the BOR's policies.
- Assist in the organization of the appeal process for those students who wish to dispute the decision/outcome. Determines if other tuition assistance waivers may be applicable. Provides copies of the full documentation to the Tuition Appeals Committee for recommendations to the Registrar.
- Makes all necessary modifications to students’ academic records if an exception to policy is warranted. Image and upload all applications after processing.
- Provides front desk assistance for general inquiries when student support staff is not available.
- Monitors compliance with university policies and procedures and makes recommendations for policy changes and/or procedures to manage.
- Participates in team collaborations in short- and long-term projects. Assist in the training of new staff. Providing examples of recent Tuition Classification issues during team meetings and training sessions. Meet with other offices on campus to provide Tuition Classification advice.
- Assist with the certification of student athletes for NCAA eligibility. Run degree audits that will be used for the certification of student athletes. Update SA status into the Jumpforward software for submissions to the NCAA. As part of such responsibilities, this position requires developing a comprehensive and working knowledge of University, conference (if applicable), and NCAA rules and regulations.
- Attends annual conferences and workshops regarding tuition classification sponsored by the Board of Regents. Act as a representative for the office and the University at the BOR’s workshops and conferences.
- Composes official written correspondences to students regarding decision outcomes.
- Process students’ petitions for instate status and applications for out-of state tuition waivers.
- Provided detailed notes for the appeals process.
- Perform other duties as assigned.
Minimum Hiring Qualifications:
Bachelor's degree and two years of related experience, or a combination of education and related experience.
