Job Summary
**Hybrid Work Environment - Must reside on Oahu **
The purpose of this job is to assist in the monitoring, reporting and quality assurance of all enrollment related activities in Internal Operations to ensure we meet all employer group contract obligations as well as department objectives. The Specialist is responsible for the most complex transactions and issue management. This typically involves a greater knowledge base and ability to conduct relevant research, collaboration with other areas and requires a high understanding of data flow processes between HMSA and other parties.
The Specialist must also identify processing issues and collaborate with others to gain operational efficiencies while developing new or maintaining and improving existing workflows that will help to improve the experience for our customers. Through concierge service, the Specialist will play a big part in providing our members with access to a sustainable and quality health care system that improves the overall health and well-being of our state.

Minimum Qualifications
- Associate's degree and two two years of work experience or training; or equivalent combination of education and related experience.
- Problem solving skills
- Effective verbal and written communication skills
- Basic knowledge of Microsoft Office applications. Including but not limited to Word, Excel, Outlook, and Power Point.
Duties and Responsibilities
- Act as a point-of-contact and subject matter expert. Communicate with vendor and internal stakeholders to quickly and accurately obtain or provide information regarding enrollment related inquiries accurately, professionally, and timely. Remain apprised of electronic enrollment processes, transactions, and potential operational issues in order to effectively resolve issues and/or provide input on internal and cross-departmental projects.
- Work to gain operational efficiencies by identifying and resolving system-related data flow discrepancies. Investigate transactions that did not go through the processing system by completing research and correcting errors within expected standards of performance for quality and timeliness. Process all levels of membership changes and/or complex transactions that involve special handling. This duty requires having an effective working relationship with our vendor partner and an elevated understanding of the end-to-end processes between our employer groups, electronic platform vendor, and HMSA.
- Assist with preventive maintenance by analyzing and logging potential processing issues and root problems. Manage open issues from identification to resolution and closure. Synthesize relevant data to recommend viable solutions and workarounds and train the necessary individuals on the approved workarounds.
- Collect, analyze, and utilize data and feedback to identify opportunities to improve the relationship between the business and the other entity. This will include direct communication and participation with the Vendor Management Office (VMO) and Transformation Management Office (TMO).
- Performs all other miscellaneous responsibilities and duties as assigned or directed.
