Job Responsibilities
This position is accountable for supervising the layout, inspection, safety, and documentation of a major
construction project. This position may perform Studies and Plans Section work in the winter months.
Staff: 50-150 Engineers & Technicians
Number of Contracts: 2-6 one to ten miles in length
Contracts total aware value: $10,000-$25,000,000
This position reports to the Supervising Field Engineer. This position will direct engineers and technicians and
provide input for evaluations on a project basis throughout the year.
This position is the department's direct link to the contractor providing the engineering assistance and inspection
required in the construction of highway projects. The completion of these projects is affected by weather, local
road conditions, strikes, materials supply, and design change considerations needed for in-field modifications.
Projects must be managed safely and efficiently with a minimum of inconvenience to the public in the construction
area. All projects will require daily field investigations at various locations to ensure proper temporary traffic
control devices are being used.
Typical problems faced by the incumbent are primarily technical and managerial in nature. Such technical skills
are needed to make computative quantity checks of materials used on construction projects, where materials are
paid for separately. These skills are also needed for in-field interpretation of highway construction plans, which
are necessary to ensure a quality inspection and documentation on various types of construction projects. These
projects include resurfacing and new highway construction as well as materials and drainage inspection. The
incumbent ensures safety at the work location. The greatest challenge to this position is to ensure that projects
assigned are completed within the time allotted and within state and federal guidelines while maintaining
harmonious relations with the contractor.
The incumbent personally ensures that all pay items are accurately documented and that Equal Employment
Opportunity (EEO) programs are properly administered. The incumbent must make decisions to resolve technical
problems as they arise. This includes any problems which may affect a public utility company or a private citizen.
The incumbent will supervise and review contractor field operations for proper traffic control devices. This
position will personally inspect any inconsistencies between plans and document the actual in-field conditions in
order that as built plans may be prepared. The incumbent is responsible for issuing timely pay estimates to the
contractor for work satisfactorily performed and must coordinate daily work schedules of staff to meet the needs
of the contractor so that completion of the project will be timely and efficient. The incumbent may be responsible
for Studies and Plans Section projects in the winter months. The incumbent utilizes a staff of engineers and
technicians on a project basis, who are responsible for the layout and inspection and documentation of the
various contract items.

The incumbent must operate within the guidelines of the Plans, Supplemental Specifications and Recurring Special Provisions, Standard Specifications for Road and Bridge Construction, Highway Design Manual, and Highway Standards Manual. However, the incumbent may initiate needed design changes in field plans. There are certain problems such as major design changes or unusual construction procedures beyond the scope of authority which must be referred to this position's supervisor.
Contacts within the department include meetings with personnel from other bureaus within the district and central Bureaus of Construction, Safety Programs and Engineering, Materials, and Design and Environment. These meetings are necessary to resolve various problems related to the construction project. The incumbent is also involved in various contacts outside the department such as meetings with utility companies, local government agencies, property owners, and representatives of the Federal Highway Administration (FHWA). Due to the size of the district, it may be necessary to travel extensively and/or spend several nights a week away from the incumbent's place of residence.
The effectiveness of this position can be measured by the timely completion and quality of road and bridge construction, and by its compliance with departmental policies.
Principal Accountabilities
1. Ensures that construction is completed in accordance with plans, specifications, special provisions, and departmental policies.
2. Responsible for project layouts.
3. Maintains harmonious relations with the contractor and property owners affected by the construction project.
4. Ensures that proper traffic control devices are being used.
5. Performs general Studies and Plans Section work in the winter months.
6. Ensures that assigned staff performs duties in accordance with the departmental safety rules, practices, and programs.
7. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
8. Performs other duties as assigned.
Qualifications

- Education/Experience:
- Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS five years of engineering experience; OR
- Seven years of engineering experience
- Extensive travel with overnight stays
- Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS five years of engineering experience; OR
- Overtime
- Seven years of engineering experience
