Job Description

Human Resources Spclst V
Be part of a collaborative team of public servants where your work makes a difference. As an Employee Programs Specialist, you’ll coordinate and administer the operations of the Health and Human Services Commission (HHSC) internship and community engagement program. This includes relationship management, program oversight and operations, employee and stakeholder engagement, outcomes reporting, and continuous quality improvement.
This position performs advanced (senior-level) human services management work for the Health and Human Services (HHS) Human Resources (HR) department. Work involves coordinating, organizing, and assessing the internship program and the community engagement program for the agency. This includes relationship management, program oversight, employee and stakeholder engagement, outcomes reporting, and continuous quality improvement. The position creates the framework, procedures, and forms and for the HHSC internship program. This position will manage the recruitment and selection of internship candidates and provides advice and counsel to program managers on internship management.
Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the HR Employee Programs Manager.

Essential Job Functions
EJF #1: Coordinates, manages, and oversees the HHSC internship program, community engagement program, and State Employee Charitable Campaign. Develops training and workshops to increase effectiveness of each program and campaign. Develops internship recruitment strategies and coordinates the recruitment of interns. Coordinates the internship management system which automates internship processes, files, records, and reports. (25%)
EJF #2: Develops program framework, procedures, standards and establishes program objectives and goals. Develops program marketing and promotional strategies. Manages program projects, events, and initiatives. Develops workforce strategies to increase recruitment of interns, hiring interns into full-time positions, and conducts analysis on workforce impact of the internship program. (20%)
EJF #3: Develops partnerships with internal and external stakeholders including department and division managers, community organizations, universities, and other agencies to champion involvement, participation, and collaborative efforts in intern and community engagement initiatives to benefit the agency and the community. (15%)
EJF #4: Collects, organizes, analyzes, and prepares reports, assessments, presentations, and program recommendations for the HHSC internship program, community engagement program, and State Employee Charitable Campaign. Determines and implements metrics that assess and monitor the effectiveness of the internship program. Analyzes utilization of the HHSC internship program and prepares reports to make recommendations for program changes based on analysis. (15%)
EJF #5: Provides advice and counsel to interns, employees and agency program areas on internship program issues, rules, and policies. This includes working with interns and program areas to develop policy approved solutions related to internship program issues and responding to internship program inquiries in the HHSC internship email inbox. Ensures agency program areas are aware of internship program offerings, policies, and benefits. (15%)
EJF #6: Conducts HR Employee Program-related research, surveys, inspections, and reviews to develop best practices and ensure continued compliance with laws, regulations, and policies. Analyzes legislation to develop recommendations for policy and programmatic issues relating to implementation. Coordinates communication, develops content, builds, and manages accessibility for the HR newsletter sent monthly to all HHS employees. (10%)

  • Skill in oral and written communications; in handling multiple tasks and prioritizing and in identifying measures or indicators of program performance and the use of a computer and applicable software.
  • Knowledge of the principles and practices of human resources management; human resources intern management, and federal, state, and local laws and regulations governing internship activities and engagement. Knowledge of statistical analysis processes; research techniques; training and marketing techniques; and program management processes and techniques.
Registration Or Licensure Requirements
Initial Selection Criteria:
Graduation from an accredited four-year college or university with major coursework in human resources management, business or public administration, organizational development, or a related field.
Three years of progressive work experience in duties related to the position.
Relevant education and experience may be substituted on a year-to-year basis.
Experience leading, developing the framework, and creating HR program materials and initiatives.
Experience developing partnerships with internal and external stakeholders.
Experience implementing HR programs in a multi-location organization.
