Job Description
Duties


This position is in the Resilience Section, Current Operations Division (COD), DHS Office of Operations Coordination (OPS). The individual detailed to support this position must have a current DHS TS/SCI security clearance and will support OPS Continuity of Operations (COOP) program requirements.


Specific Duties Will Include


  • Sustaining the OPS COOP and Pandemic Workforce Protection Support Plans (this includes revising and exercising both plans).
  • Capturing COOP lessons learned and best practices to be integrated into plans and operations as appropriate.
  • Participating in OPS recurring communication and completing associated Continuity reporting requirements.
  • Developing, coordinating, executing, and assessment for OPS COOP related exercise requirements.
  • Support OPS COOP planning, training, exercise, and evaluation activities.
  • Supporting COOP requirements established in the OPS Strategic Plan.


Assisting in managing OPS unclassified and classified continuity requirements.


  • Supporting the OPS Continuity Manager in coordinating/implementing Training, Testing, and Exercise efforts.
  • Representing OPS at various DHS Continuity coordination, exercise, and training forums.
  • Performing other COOP requirements as assigned or directed.


This is not a virtual position, but the employee will be authorized to telework within established DHS guidance.

Conditions of Employment


  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • The program does not apply to members of the Military service or contractors.
  • Must be a current permanent Federal employee
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must NOT have any pending/outstanding disciplinary actions
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*


Qualifications


Qualifications required:


  • Working knowledge of MS Office
  • Ability to research, analyze, and present results of analysis to Senior Leadership in both unclassified and classified venues
  • Ability to work closely with and routinely communicate with other continuity managers and staff within Resilience, OPS and other DHS components.
  • Ability to complete range of project management and mid-level staff officer assignments
  • Working knowledge of Continuity of Operations (COOP) & Continuity of Government (COG)
  • Working knowledge of continuity, critical infrastructure, emergency preparedness based project management, operational planning, staff coordination, testing, training and exercise emergency management work.
  • Working knowledge of COOP Exercises and Homeland Security Exercise & Evaluation Program (HSEEP)

  • DHS does not offer any additional benefits beyond that which the Federal employee is already receiving.


If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.


Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
  • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
  • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
  • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
