This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Office of Human Capital and Talent Management, Office of Workforce Planning, Policy, and Systems Management, at the U.S. Agency for International Development (USAID).

Duties
  • Coordinate the work efforts of technical personnel in supporting compliance with annual HCA audits and reviews, evaluations, or investigations of unstructured problems involving controversial and complex administrative/programmatic issues.
  • Advise on staff utilization and work coordination to prevent duplication of efforts or overlapping work efforts. Resolve problems and make recommendations on auditing matters.
  • Provide in-depth workforce planning, organizational structure, human capital management, data dissemination, and compliance reporting.
  • Develop, implement, and sustain Federal-wide programs and activities that support compliance with mandatory requirements issued by the OPM, OMB, and GAO, including the HCOP, WPT, HCAT and inquiries, and other Human Capital initiatives.
  • Provide critical Human Capital functions required by the Agency including Organizational Change Management (OCM) an activity supporting the implementation of Agency-level and B/IO/M standard reorganization requests.
  • Design and conduct assessments to define complex organizational issues and potential problems through interviews, discussions, and questionnaires. Implement intervention approaches/strategies to successfully meet the needs of the Agency.

Qualifications
Specialized Experience:
GS-14:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. One year of specialized experience refers to full-time work; we consider a part-time job on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Coordinating a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; (b) Collaborating and coordinating with stakeholders at different levels of the organization who have different perspectives and needs to develop and implement processes that drive project direction; AND (c) Analyzing issues and problems and proposing solutions to senior leadership/management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.
