Job Description
Duties


The incumbent will serve as a Program Manager/Management and Program Analyst. The position is responsible for directing, implementing, coordinating, and overseeing a variety of management programs impacting private sector engagement. The assignment involves defining, planning, and coordinating with numerous partners across the federal and private sector communities.


As a Program Manager/Management and Program Analyst, the position is responsible for ensuring that Private Sector partners can expeditiously access the capabilities, resources, and expertise necessary to share information and intelligence and serve as full participants in the homeland security enterprise. This position also supports I&A-wide relationships with Private Sector partners in order to ensure transparency, provide common and consistent messaging, and address any issues, concerns, and questions. The Program Manager/Management Program Analyst will support the execution of several national and regional initiatives, such as the Corporate Security Symposia, the Public-Private Analytic Exchange Program, Analyst to Analyst Exchange, Classified Intelligence Forum and support for the collection of private sector intelligence requirements.


The mission of I&A is to provide a full range of intelligence to support the Secretary and Department, as well as DHS partners and customers, in order to protect the Homeland. The Engagement and Liaison Office enhances the mission activities of I&A through active engagement and collaboration with internal and external partners, and ensures these partners can expeditiously access the capabilities, resources, and expertise across I&A, DHS, and the Intelligence Community.


Assignment will be based on professional background and development interest.

  • Must NOT have any pending/outstanding disciplinary actions
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • The program does not apply to members of the Military service or contractors.
  • Must be a current permanent Federal employee


Qualifications


Qualifications required:


  • Excellent oral and written communication skills.
  • Familiarity with DHS Intelligence Enterprise (IE), the Intelligence Community (IC).
  • Ability to manage numerous deadlines and deliverables.
  • Strong program development, project management with critical thinking skills.
  • Detail oriented, plan of action and milestone focused.
  • Solid interpersonal skills and a forward leaning desire to engage with others.

If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.


Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
  • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Phase 3: Complete a final review within the last 30 days of the JDA.
