Job Description

This position is located in the Office of Equal Employment Opportunity, Diversity and Inclusion (EO). The office is responsible for ensuring compliance with the laws, regulations and internal policies relating to equal employment opportunity and inclusion.CPSC is committed to evaluating and addressing barriers to advance racial equity and building a robust culture of diversity, equity, inclusion and accessibility (DEIA) in our workplace.


Duties

As the Diversity & Inclusion Program Specialist you will have a pivotal role in advancing the Office of EEO, Diversity & Inclusion (EO) efforts in planning and management of DEIA services and operations. This is a highly collaborative position, and the incumbent will work with offices across the agency and external partners.


As the Program Specialist, you will:


Provide recommendations to management to reach objectives established in the government-wide and agency DEIA and to support the agency’s mission and strategic objectives.

Operate and evaluate a DEIA program which emphasizes valuing and managing DEIA as a strategy for improving CPSC morale, efficiency, and productivity.

Prepare comprehensive project reports and provide recommendations for management regarding interpretation of DEIA development policies and goals.

Serve as program manager for other diversity and inclusion initiatives such as the agency Special Emphasis Program, including oversight to the collateral duty program managers, newsletter publishing, benchmarking analysis, and targeted outreach.

Coordinate (i.e. Federal women's, black, Hispanic, Asian/PI, and Native American) program activities through collateral duty program managers.

Develop and conduct the agency’s targeted recruitment outreach program for full time employees and interns.

Participate with schools, universities, and other public and private groups to exchange ideas, elicit assistance, communicate the EEO policy, and obtain sources of candidates for CPSC positions.

Participate in community action organizations in the interest in improving EEO relationships.

Serve as an advisor to management on EEO aspects of matters concerning position management, recruitment, training, promotion, job design and reduction in force.

Assist hiring managers with recruitment strategies, outreach, and special hiring authorities.

Identify barriers to equal employment opportunity and recommends changes in management policies and practices to eliminate those barriers to enhance employment opportunities for women, minorities, individuals with disabilities and disabled veterans.

Conduct studies, surveys, or questionnaires as needed to identify problems or barriers to EEO.


Qualifications

All applicants musthave 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

GS-13: Experience developing, analyzing and evaluating the effectiveness of an agency’s diversity, equity, inclusion, and accessibility policies and programsandevaluating quantitative and qualitative EEO data to make recommendations.

You will receive credit for all qualifying experience, including volunteer experience.

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
