Director of Business Development


Advanced Onion (AO) is a growing SDVOSB-certified business, providing technology services in the Federal (mostly DoD) market.Based on Monterey, CA, AO has approximately 70 employees supporting DMDC, OPM, NCIS, NPS, and other government customers.AO’s core competency is in “people analytics” services which we define to include the analysis of data for Insider Threat, Continuous Evaluation, Criminal Activity, Workplace Violence, Suicide Prevention, and other people attributes and concerns. Wealso have significant contracts in IT Support Services and Customer Call Center services.


The Director of BD is a top position in the Washington DC region that leads and/or participates in all aspects of Business Development and Capture in Advanced Onion.In addition to the daily BD/Growth activities, this includes coordinating with the BD Team for strategic planning, and participating in the annual ‘AO Strategic Planning Process’ each Fall leading to Budget decisions in December for the next calendar year.

Job Purpose:

This role is amongst the most critical roles in AO, providing the seeds that sprout new opportunities, new growth, new revenue, future work backlog, and flexibility for employees’ career development.


Duties & Responsibilities:

The Director of BD leads and/or participates in all aspects of Business Development and Capture in Advanced Onion.Acting alone and/or with other AO personnel, this includes:

·Identify, shape, and respond to government solicitations

·Build relationships amongst gov’t customers, teammates, consultants, and others

·Develop teams and teaming strategies for opportunities

·Oversee and support others in BD roles

·Conduct realistic PWin assessments and Go/No-Go reviews of opportunities

·Work with the Proposal Manager, consultants, and others on the BD team

·Conduct BD related analyses to identify opportunities, teammates, competitors, capability gaps, and other aspects of an opportunity

·Develop and execute Capture and Communication Plans for specific pursuits as appropriate

·Manage AO’s opportunity pipeline in our pipeline management system

·Develop win themes for Proposal writing

·Negotiate and coordinate Teaming Agreements with primes and teammates

·Perform other BD, Capture, and Proposal activities as needed


Qualifications:

Required:

·Impeccable honesty, integrity, and work ethic

·5 years minimum experience in DoD and other Federal business development

·Strong understanding of the FAR, acquisition regulations, and gov’t acquisition processes

·Strong understanding of major contract vehicles in the DoD and elsewhere

·Strong ability to develop logical strategic plans for business development, capture, contract vehicles, communications, and teaming

·Strong past success winning gov’t contracts, especially in DoD

·Excellent interpersonal skills for building relationships with gov’t customers and teammates

·Strong understanding of the gov’t proposal process (Shipley expertise preferred)

·Strong understanding of, and aptitude for learning about, modern and evolving technologies

·Willingness to assume all roles needed to shape, develop, propose, and win gov’t contracts

Location/Conditions:

AO is headquartered in Monterey, CA, however this position is best located in the Washington DC regional area.Work from a home office within 3 hrs driving distance to Washington DC is acceptable.


Travel:The Director of BD would be expected to travel periodically for:

·Attendance at conferences, gov’t Industry Day events, meetings with gov’t and industry people, and other BD activities.Expenses are reimbursed, including local travel outside of the local area defined as 50 miles.

·Occasional participation at in-person meetings at AO headquarters in Monterey, CA.


BD Incentive Plan:

AO has a BD Incentive Plan that offers strong financial incentive for contract awards to AO as prime or subcontractor.The BD Incentive Plan award amount is paid upon contract award and as a percentage of the award amount depending on role performed (Identifier, Capture Manager, and/or Capture Supporter).
