The Real Estate Division (RED) comprises two principal organizational units and a wide range of real estate services for the city:

Facilities Maintenance: Full-service property management to many Cities owned buildings as well as custodial and engineering services in City-owned and leased buildings.

Real Estate Services: The acquisition of all real property required for City purposes, the sale of surplus real property, and leasing property required by various City departments.

This is a Position-Based Test conducted in accordance with CSC Rule 111A.

The position manages and directs the provision of custodial services for the Real Estate Division buildings in both the Civic Center Campus (including City Hall, 49 South Van Ness) and Public Safety Campus (including the Public Safety Building, Animal Care & Control, and new Crime Lab). Within the City, RED manages and provides custodial services to over 60 buildings, totaling more than 5 million square feet, with over 200 staff members. RED’s Custodial Manager is responsible for:

  • Manages third-party custodial vendors’ contracted service agreements, including assisting with drafting of the scope of work, and monitoring performance.
  • Participates in budget development, analysis, and resource allocation.
  • Establishes work programs, methods, procedures and schedules.
  • Facilitator for the Zero Waste Program for RED.
  • Monitors the work of and coaches’ subordinates to improve performance.
  • Point of Contact for refuse collection at RED facilities and vendor of same.
  • Overall responsibility for implementing and maintaining standards for housekeeping, cleanliness and safety factors, enforces established regulations and disciplinary measures (or contract enforcement measures).
  • Formulates plans for establishing and implementing housekeeping activities in a consistent manner campus wide.
  • Oversight of janitorial, housekeeping, contract estimating, personal protection equipment (PPE), uniforms, inventory, budget, and recruitment.
  • Plans, monitors, evaluates, and supervises the operation of the sub-division.

Qualifications


Bachelor's degree from an accredited college or university in Business Administration, Finance, Business Management, Hospitality, or related field.

AND

Five (5) years of experience managing the operations of custodial services units and functions in multiple facilities that includes experience in purchasing or recommending the purchase of supplies and equipment of which 3 years must include experience supervising staff performing custodial services.

AND

Possession of Class C Driver's License.

Substitution: Applicants may substitute up to two (2) years of the required education with additional qualifying experience. One year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester/45 quarter units.

Desirable Qualification:

  • Working knowledge of the City’s Zero Waste Policy and ability to assist with Request for Proposals process.

SELECTION PROCEDURE/EXAMINATION REQUIREMENTS

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supplemental Questionnaire: (Weight 100%):
Candidates deemed to meet the minimum qualifications will be invited to participate in supplemental questionnaire designed to measure their relative knowledge, skills and abilities in job-related areas, which may include, but not be limited to knowledge of: Knowledge of principles and practices of management, administration, budgeting; Ability to manage, supervise, train, and coordinate complex functional areas of responsibility and groups of employees; Ability to identify, analyze and report upon activities, issues, and problems and recommend appropriate solutions; Ability to establish and maintain effective working relationships with departmental staff, representatives of other agencies and the public; Ability to present facts clearly and concisely orally and in writing; and make group presentations; Knowledge of principles and practices of management training and personnel management; Knowledge of Federal, State, and local rules and regulations pertaining to assigned division, project, or program.

A passing score must be achieved on the written examination in order to be ranked on the eligible list.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
