Job Description

The Contract Analyst provides supports the Department’s contracting and administrative needs through their consultative and technical assistance in contract development and negotiation during preliminary and operational planning stages of departmental programs; research, analyze and make recommendations concerning complex legal and policy issues on contracting activities; and advise departmental staff on legal opinions and guidelines provided by the Department of General Services, Office of Legal Services.

Responsibilities

Develops and/or reviews specifications for

Invitations for Bid/Request for Proposals and coordinates, drafts, and

finalizes complex personnel services contracts, interagency agreements,

reimbursable services agreements and amendment documents.

Use FI$Cal system to manage solicitations, upload

executed agreements, create purchase orders and other documents related to

contracting and invoice payment.

Provide consultative and technical assistance related

to contracting activities such as development and negotiation in support of

departmental programs. Assess need for contracting and identify alternative

solutions in preparing and developing contracts. Implement contracting actions

on behalf of requestors and/or as directed by management.

Research, analyze and make recommendations concerning

complex legal and policy provisions for state contracting. Analyze and identify

factors which may contribute to issues and develop alternatives for addressing

issues, providing recommendations, drafting written reports and documents to

advise stakeholders of consequences and impacts on departmental operations.

Act as a liaison between the Department and control

agencies. Must be able to relate and advise departmental staff of legal

opinions and guidelines by the Department of General Services, Office of Legal

Services.

Systematically plan, develop, implement, and guide

the more technically complex contracting projects critical to the Department's

management and operations. Explore and define the most difficult contracting

problems, synthesizing ideas based in contracting knowledge, purchasing,

management, personnel, budgeting, etc. Perform in-depth review and analysis of

all contracts and contract-related documents to determine appropriateness,

consistency, and compliance with statutory requirements.

Special assignments include:

Review/analysis of proposed legislation and advise

management of potential economic and procedural impact on departmental

contracting functions. Includes comparing current laws/practices with proposed

changes and determining major areas of departmental impact with a clear and

concise written analysis of the impact.

Preparation of, editing and revising procedures.

Preparing lease and purchase analysis for equipment rentals.

Analysis and evaluation of Merit Award Board

Suggestions relevant to contracting activities.

Maintain communication with management about fiscal,

personnel, and program contract issues relevant to the Administrative Services

Division and Business Services Section.

gather and prepare contract data for legislative

reports.

Prepare contracts using state Master Service

Agreements and California Multiple Award Schedules.

Qualifications

In addition to evaluating each candidate's quality

and breadth of experience, the following factors will provide the basis for

competitively evaluating each candidate:

• Ability to communicate effectively both verbally

and in writing

• Strong analytical skills; excellent interpersonal,

organizational and research skills with attention to detail

• CAL-PCA Basic Acquisition Certification

• Knowledge of state contract rules, policies and

procedures

• Experience in processing Information

Technology-related contracts

• Experience in Microsoft Office Suite
