Department


The Auditor-Controller is an elected official who provides the County of Monterey with financial leadership and expert advice on a wide range of fiscal matters and advocates financial integrity and accountability in all County business practices. The department consists of five divisions: Administration, Systems, General Accounting, Internal Audit, and Disbursements (Accounts Payable, Payroll, and Property Tax).


Position


The Monterey County Auditor-Controller seeks a results-oriented professional to manage, plan, organize and direct the work of the General Accounting Division. The incumbent must represent the Auditor-Controller's Office with tact, diplomacy, and professionalism.


The Eligible List established by this recruitment may be used to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

  • Selects, supervises, trains, and evaluates the performance of professional, technical and clerical staff.
  • Recommends, develops, writes, reviews, and implements policies and procedures for use by divisional, departmental, County, and other agencies' staff.
  • Plans, organizes, directs, and manages the functions of the Disbursements Division in the Auditor-Controller's Office.
  • Develops, writes, reviews, and implements policies and procedures dealing with financial controls, accounting, and financial reporting.
  • Reviews new legislation, regulations, and laws, researches special financial, accounting, and related problems, and conducts highly complex studies.
  • Coordinates division activities with those of other divisions, departments, and agencies.
  • Provides advice and assistance to departments and special districts, establishes and maintains budgetary system controls, and performs highly complex financial analysis.
  • Oversees the preparation and publication of various financial reports including but not limited to the Annual Comprehensive Financial Report, County-wide Cost Allocation Plan, County and Special District Financial Transaction Reports, Adopted Budget, and the Single Audit Report.

Education


Equivalent to a bachelor's degree in Accounting, Finance, Economics, Business, or Public Administration or a closely related field with course work in accounting, finance, and business administration.


Experience


Five years of increasingly responsible professional accounting or auditing experience that includes one year of experience as a supervisor.


  • Possession of a CPA license is highly desirable. Additional Information

Covid-19


On July 30, 2021, the County of Monterey Board of Supervisors took action to mandate COVID-19 vaccination for all employees to include new hires.
