The Auditor-Controller/Treasurer/Tax Collector's (ATC) office is recruiting for an Assistant Investment Officer* to assists in the investment of the County's portfolio and the County's cash management program, executes trades, monitors, and evaluates primary and secondary market fixed income offerings, and performs specific financial duties in investment and cash management programs. Assists in the interpretation of policies and procedures with all levels of Federal, State and County agencies. Aides in compliance with Federal, State and County laws, rules, regulations, legislation, and guidelines for the investment program. Supervises and trains subordinate staff.

CONDITIONS OF EMPLOYMENT
1) Applicant must successfully pass a background check prior to appointment.
2) Travel throughout the County may be required. A valid California Class C driver license is required at time of appointment; employees in this class may be required to use personal vehicles and show proof of automobile liability insurance. Mileage reimbursement is available.

Minimum Requirements

REQUIRED:


EDUCATION
Must possess a completed/awarded Bachelor's degree in Finance, Accounting, Economics, Business Administration or closely related field.


EXPERIENCE
Must possess two (2) years of (full-time equivalent) professional-level experience performing analytical duties in the areas of: development of the policies, strategies and operational guidelines, data analysis and reporting including credit analysis, cash management programs and banking and investment services.

EDUCATION
Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. The ideal candidate will have knowledge and demonstrated experience in the following:


  • Excellent writing skills with the ability to prepare clear and accurate administrative reports
  • Ability to communicate clearly, concisely and effectively, both orally and in writing
  • Ability to conduct in-depth research, analyze and interpret a wide variety of complex data and information, identify options, and make viable recommendations
