Pay Range: $51,605 - $64,500 annual compensation

Workdays & Hours: Monday - Friday (8:30am - 4:30pm) In-office.

A Business Process Analyst I position is available with The City of Fort Worth Police Department - Centralized Police Payroll Team. This position will be an integral team member of the Police Payroll team and assist in the maintenance of related systems (i.e. UKG Workforce Dimensions, TeleStaff and PeopleSoft). The position will be under the direction and supervision of the PD Payroll System Administrator and fill in for the administrator in their absence. Provide user support and help to identify customer needs along with improve business processes. Serve as point of contact for issues related to departmental systems, training, procedures and liaison with other City departments (i.e. Human Resources, Information Technology, Payroll, ERP, Finance, Planning Analytics).


Minimum Qualifications


  • Bachelor’s degree from an accredited college or university with major course work in Business Administration, Public Administration, or related field.


Preferred Qualifications


  • Prior experience in implementing a new system.
  • System administration background.
  • Police Department payroll and/or large-scale employee payroll experience.
  • Experience in PeopleSoft, UKG, SAP, ADP, Ceridian, Kronos/Telestaff or another similar payroll software.


The Business Analyst I Job Responsibilities Include


  • Manages department use of application modules and provides user administration such as add/change/delete permissions (role) assignment and develop Service Level Agreements (SLAs).
  • May configure application interfaces to include department dashboards.
  • Support the implementation of UKG system and related process changes.
  • Performs quality assurance and controls data integrity.
  • Provides training to end-users and may provide basic desktop and mobile-user training on new systems.
  • Plans, tracks and oversees activities on assigned departmental projects related to systems and business requirements.
  • Communicate internally and externally on system status, changes and payroll processes.
  • Consults with the IT department when necessary to design and document basic work flows to ensure proper application/user interface; may create document links.
  • Performs business analysis; collects and analyzes the business requirements to ensure successful implementation and efficient utilization of systems.
  • Assist in maintaining system environments for testing and implementation of changes.
  • Assist in ensuring UKG systems function properly to produce an accurate PD payroll file for PeopleSoft.
  • Generates and maintains basic/standard reports to leverage system capabilities and/or MS Office tools and may use SQL or other database product to create queries and/or define reports.
  • Monitor payroll related issues and work towards their timely and customer friendly resolution.
  • Support the management and implementation of new system releases and on-going maintenance.


Working Conditions


Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.


Final candidates selected for hire in the Police Department will be subject to a criminal background, drug screen, polygraph examination, psychological exam and fingerprint check. Applicants must not have used marijuana during the previous two (2) years, nor illegally used any controlled substances within the last five (5) years.
