Position Description
This is a remote, home-based position. Must reside in the United States.
JOB SUMMARY
The Business Operations Manager will work closely with a team of scientists, researchers, public health experts and other staff in the Office of the Chief Scientific Officer supporting a broad portfolio of mission work, with primary responsibility for managing the business processes to facilitate the effective utilization of funding. The manager will be responsible for budget and operational planning that may include: budget creation, monitoring, and reporting; post-award grants management; managing contracts and external collaborations; managing the planning and implementation of day-to-day operational activities of a program area; facilitating internal and external operational communication and reporting; assuring compliance; coordination of financial procedures and records; oversight of special program operations; and other tasks as assigned.
MAJOR RESPONSIBILITIES
- Responsible for ensuring that institutional financial reporting is performed consistent with ACS grants policies and procedures.
- Prepares and coordinates funder/sponsor reports on accomplishments in conjunction with SPO.
- Addresses operational issues that affect department billing and documentation.
- Identify budget issues, provide alternative solutions, and resolve problems.
- Provides strategic account management and participates in account planning activities related to assigned mission programs
- Develop contracts and business proposals, and negotiate contracts with program leads, scientific investigators, vendors, and external partners to allow the sharing of program and survey data and biological samples for collaborative projects.
- Develops, implements and monitors operations plan for meeting deliverables and works with team to ensure deliverables are met
- Develops and monitors annual and quarterly budget forecasts, revenues and expenses to assure cost-effectiveness with leaders for assigned portfolio of work. Monitors monthly expenses and provides information to program leads and Director of Business operations
- Provides support for program and funding proposals as needed.
- Provides presentations and meeting facilitation with ACS staff and with strategic external partners as needed.
Position Requirements
KNOWLEDGE/SKILLS
FORMAL KNOWLEDGE
- At least 5 years of experience in research administration or operations and implementation of grant and/or cooperative agreements, preference for applicants who have project management and/or process improvement expertise.
- Bachelor's degree in public health, health programming, social work, or related field - Masters preferred.
- Broad understanding of intellectual property
- Knowledge of disclosure and non-disclosure, compliance
- Experience in managing projects to achieve improvements in process, policy, or implementation of program standards. Experience working across the enterprise to achieve organizational mission goals.
- Ability to Interpret grants policies and procedures
- Knowledge of grants management systems and applications
SKILLS, SPECIALIZED TRAINING OR KNOWLEDGE
- Ability to manage multiple projects and relationships simultaneously, occasionally under time pressures with a high degree of accuracy.
- Knowledge of management principles and practices.
- Excellent and effective oral and written communication skills as well as working cooperatively and collegially with department leadership and staff.
- Knowledge of ACS navigational tools, financial, and accounting systems.
- Ability to work with others to accomplish goals.
- Excellent creative problem solving, communications, presentation, and interpersonal skills.
- Proven record of ability to undertake complex issues and serve as a problem-solver able to negotiate creative solutions to complex problems.
- Knowledge of federal and administrative regulations applicable to Federal Government funding required.
- Strategic business planning and business management skills.
