Job Description

Under limited direction, performs administrative, consultative and analytical duties in the administration of employee benefits; and performs other related duties as required.

DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)

1. Advises employees, former employees, retirees, dependents and beneficiaries concerning insurance coverage and benefits within the medical, dental, vision, life/AD&D, EAP, flexible spending, health reimbursement account, general employee retirement plans, long-term disability insurance plans and voluntary plans.

2. Conducts new employee orientation meetings; plans open enrollment meetings; determines number of meetings needed and coordinates times and places of meetings; conducts open enrollment meeting to explain insurance options; assists with wellness events and/or programs, such as Annual Health Benefits Fair, CityFit activities.

3. Sends notices to collect individual premiums from employees on Workers Compensation and unpaid leave of absence, as well as retirees. Initiates COBRA notifications as needed.

4. Processes changes in insurance coverage, retirement contributions, beneficiaries, addresses or names; processes life insurance changes; reviews change requests for completeness and accuracy; processes and/or reviews benefit changes related to status changes.

5. Prepares invoices for insurance plans. Ensures accuracy in deductions and payments.

6. Processes and maintains records for employee medical, dental, cafeteria plan, retirement and life insurance policies within City payroll system and benefits enrollment system. Verifies eligibility requirements and accuracy of documents and transactions for enrollment, status changes, beneficiary changes, death claims, retirement continuations or conversions, and cancellations.

7. Meets with new employees and terminating employees to explain benefits. Informs terminating and retiring employees of life conversion and COBRA or Retiree insurance options and deadlines. Assists employees with questions and answers.

8. Handles family medical leave inquiries, parental leave requests and leave case administration. Monitors performance of the vendor handling FMLA. Monitors leave time and return to work dates. Evaluates return to work restrictions.

9. Communicates with other City departments, insurance carriers, medical providers, retirement plan record keeper and employees to coordinate the administration of benefits, research problems, and collect payments and premiums.

10. Runs reports, writes letters and memos, prepares meeting minutes and conducts research.

11. Reviews and processes VEBA applications.

12. Participates in testing sessions prior to system updates and annual benefits processing.

13. Performs related duties as assigned.


Salary

Depending on qualifications the starting salary for this position will be in the range of $59,108 - $73,891

Qualifications


Bachelor’s degree with a major in Business Administration, Psychology, Human Resources, or related field and three (3) years experience in employee benefits or any equivalent combination of training and experience.

A valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.

Education Requirements: To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:

a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above.


International degrees will be evaluated to determine if they satisfy qualification requirements.

State of Emergency:
When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.

The City of West Palm Beach allows remote work assignments for certain job classifications and under certain conditions in accordance with Remote Work Policy 4-20.
