Position Summary: Under the direction of the Parks & Recreation Director, this position is professional work focused on the development, planning, budgeting, coordinating, and administering all aspects of the Recreation Division athletic programs for both youth and adults. This position oversees and directs a comprehensive sports program to utilize all city athletic facilities, including the recruitment and training of coaches and officials for in-house programs as well as the coordination of in-house leagues, independent league activities, and all athletic facility rentals.

Essential Duties and Responsibilities include the following. Other duties may be assigned as dictated by operational necessity.
  • Provides coordination between the Recreation Division and other departments and agencies before, during, and after athletic events.
  • Coordinates all aspects of department-sponsored sports leagues, including registration, team assignments, team schedules, equipment and supplies, coach recruitment and training, coach background checks, and publicity of programs.
  • Provides coordination, set-up, and removal of athletic equipment.
  • Performs office duties related to all athletic programs and other programming as needed, including preparing various reports, rosters, and schedules as well as invoicing and collection of payments from all athletic facility users.
  • Recruits, schedules, trains, oversees, and reports time worked for all officials and other part time staff for department-sponsored athletic programs.
  • Maintains an availability calendar for all city athletic facilities. Schedules and manages athletic facility usage to ensure programs and facilities are providing maximum benefit to the community.
  • Develops and administers in-house athletic programs of various types, including budgeting, purchasing, organizing, supervising, acquiring sponsorships, securing volunteers, and supplies while developing and coordinating the logistics of presenting these programs to the public.
  • Assists with the interview process for new hires within the Recreation Division.
  • Reports maintenance needs of athletic facilities and equipment, facilitating improvements as directed.
  • Coordinates all scheduling of athletic facilities for use by in-house programs, independent programs, other governmental agencies, area non-profits, and rentals.
  • Assists with development and administration of other department programming as needed.
  • Prepares public program information to be distributed by web site, social media, and print media to keep the public informed of the services, facilities, and programs available.
  • Works together with the Parks Division to ensure athletic facilities are suitably prepared for all scheduled league and rental uses.
  • Maintains current knowledge of tournaments, games, and programs through professional organizations.

Knowledge, Skills, and Abilities:

  • Extensive knowledge of the principles, methods, practices, rules, regulations, procedures, and operations of athletic programs and all related activities as applicable to a municipal government setting.
  • Ability to establish and maintain effective working relationships with City employees, other governmental representatives, program participants, spectators, athletic officials, independent athletic programs, civic groups, contractors, consultants, vendors, and the general public.
  • Ability to follow verbal and written instructions.
  • Ability to generate community participation and interest in various athletic activities and programs.
  • Able to work independently.
  • Proficient in use of a desktop computer and computer programs (such as Microsoft Word, Excel, Publisher, Access, PowerPoint), web-based program/facility scheduling systems (such as ActiveNet), e-mail programs (such as Outlook), internet research programs (such as Chrome), and multi-function workstations (printer/copier/fax/scanner).

Education and Experience:
  • Broad experience in scheduling league and tournament play, including officials.
  • Minimum five (5) years’ experience in a supervisory position related to athletics.
  • Graduation from an accredited four-year college or university with a Bachelor's Degree in Recreation, Sports Management, Physical Education, or a related field.
  • Broad experience in many different types of athletic programming.

A comparable amount of training, education or experience may be substituted for the above minimum qualifications.

Certificates and Licenses :
  • Certified Youth Sports Administrator (CYSA) certification preferred.
  • Certified Park and Recreation Professional (CPRP) certification preferred.
  • Possession of a valid Florida Driver’s License and be insurable by the City’s current insurance carrier.

Supervisory Responsibilities:
  • Schedules and oversees full time employees, part time seasonal employees, and volunteers.

Essential Physical Abilities:
Code: Constant = 2/3 or more of the time
Frequent = from 1/3 to 2/3 of the time
Occasional = up to 1/3 of the time

Emergency Responsibilities:
In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, Emergency Management or City Administration. Such assignments may be before, during or after the emergency/disaster.
