Primary Purpose of Position
The Assistant Director of Program Support is responsible for developing, implementing analyzing, assessing, and managing processes and data to support planning and project management for the Facilities Planning Design and Construction unit. The Assistant Director manages project planning, design, and construction activities, ensures implementation of project management standards and protocols, analyzes project schedules, budgets, and designer and contractor utilization including minority business participation compliance with regulatory requirements and statutes, and oversees document management.
Specific responsibilities include:
1. Develops a process for review and updates to the UNC Charlotte Design and Construction Guidelines. Ensures that the guidelines reflect best practices and are aligned with the university’s strategic goals.
2. Manages design and construction project budgets for all capital projects to ensure projects are within budget and prepares status reports.
3. Manages capital (formal and informal) project schedules to ensure project schedules are maintained and analyzes schedules and workload to identify needed resources.
4. Develops and maintains a historical construction cost database and provides analysis of cost trends to inform planning.
5. Develops project document management protocols and ensure they are implemented.
6. Oversees process for university project review. Ensures campus stakeholders are included in project review and
7. Assesses needs for project management training and manages training sessions.
8. Maintains and updates the Project Manual to ensure project management complies with regulatory and statutory requirements.
9. Manages special projects as assigned which may include master planning, sector studies, and other studies as assigned.

Minimum Education/Experience
Required Minimum Qualifications:
Bachelor’s degree in the engineering discipline related to the area of assignment; or equivalent combination of training and experience Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors. All degrees must be received from appropriately accredited institutions.
University Preferred Qualifications:

Other Work Responsibilities
  • Develop campus signage standards and guidelines in consultation with Planning and a campus review committee. Coordinate interior and exterior signage needs for the campus. Ensure campus standards are implemented in all projects.
  • Assesses needs for project management training and manages training sessions.
  • Manages special projects as assigned which may include master planning, sector studies, and other studies as assigned.
  • Develops and maintains a historical construction cost database and provides analysis of cost trends to inform planning.
  • Develop project documentation standards, including filing and naming conventions. Establish processes and procedures for managing project documents from initial project request through project construction and close-out. Coordinate with project managers, BIM managers, and Facilities Information Systems and university archives to implement standards and procedures.
  • Provide preliminary building code (including ADA) consultation as requested by Planning and project managers.

Departmental Preferred Experience, Skills, Training/Education
Master’s degree in Architecture, or Engineering, or Bachelor’s with equivalent experience.
Architectural (AIA), or Professional Engineer (PE) registration in North Carolina.

Necessary Licenses or Certifications
Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors.
