Job Description

The Massachusetts Rehabilitation Commission (MRC) Hyannis / Cape & Islands Area Office is seeking a mission-driven, dynamic, and culturally competent Area Director with leadership, project management, budget, and disability community experience. Serving job seekers with disabilities from Hyannis and surrounding towns.

In this role, you will lead an amazing team of professional staff and deliver services to individuals with disabilities in this diverse community. You must be a culturally competent, experienced leader to provide effective management, enthusiastic leadership, progressive thinking, and positive energy to the Area Office and Team. You are also skilled in managing diverse operations and you possess a strategic mindset, are able to build and manage a healthy, collaborative team culture, influence and engage all stakeholders and drive results.

Additionally, you will promote MRC’s learning and participatory performance culture with an emphasis on high-performance teams, individual performance/contribution/impact, and engagement in activities to promote and support a program/division/agency (e.g., committee membership, Roadmap workgroup membership, presenting at Town Halls, achieving learning and performance goals). You will be a leader in supporting MRC’s commitment to diversity, equity, inclusion, and racial equity, as well as innovation and transformation and change, and be a leader in creating a culture of agility, excellence, and belonging.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Direct, coordinate and lead all function of the Hyannis Vocational Rehabilitation Area Office which includes strategic planning, staffing, budget preparation, management, and contract oversight.
  • Collaborate and represent MRC on boards, consumer organizations, with other state agencies, government partners, consumers, advocates, and the general public.
  • Facilitate operational problem solving and decision-making, evaluate and improve communication processes, monitor the progress, risk, and quality aspects of administrative and service provision activities.
  • Communicate with the public regarding the Massachusetts Rehabilitation Commission’s programs, operating parameters, and services.
  • Monitor progress, risk and quality of program development and service provision activities.
  • Oversee and manage the office, staffing and purchase of service budgets working collaboratively with the Business Financial Manager.
  • Responsible for learning and staying up to date on MRC’s diversity, equity, inclusion and racial equity policies, practices and work specific to Vocational Rehabilitation programs.
  • Work collaboratively with the Business Improvement Partners in managing vendor contracts, including monitoring of the quality of services, ensuring accessibility of services across the catchment area, and facilitating contract use by MRC personnel.
  • Prepare reports for the Director on program development, service provisions issues, and strategies.
  • Ensure that operational policies and procedures are efficiently and effectively implemented, identify business process improvement opportunities and implementation strategies. Direct and exercise an efficient system of controls through the design and implementation of administrative and service provision processes.
  • Manage and direct all assigned office staff as well as management guidance in the design and implementation of program development and service provision processes. Organize, direct, supervise and evaluate work performance.


Required Qualifications: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below:

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate in a related field may be substituted for four (4) years of the required (A) experience.

Preferred Qualifications:

  • Knowledge of vocational rehabilitation policy and procedure.
  • Proven ability and technical knowledge in planning, coordinating and prioritizing for optimal performance.
  • Ability to evaluate, monitor and set standards for accomplishment.
  • Experience working in a team culture that values inclusivity, performance, transparency, and authenticity.
  • Proficient usage of Microsoft Office products including Excel, PowerPoint, Word, and Outlook as well as technologies supporting a remote workplace (e.g., Zoom, Microsoft Teams).
  • Demonstrated leadership and team-building skills as well as motivation.
  • Solid written and oral communication skills and proficiency in establishing and maintaining effective working relationships with a variety of diverse consumers, families, staff, and organizations.
  • Certification as a Rehabilitation Counselor and/or licensure as a Rehabilitation Counselor is desirable.
  • Ability to resolve/mediate conflicts.
  • Responsible for learning and staying up to date on MRC’s diversity, equity, inclusion, and racial equity skills, results, and expectations specific to Vocational Rehabilitation programs.
  • An advanced degree with a minimum of 5 years of experience in vocational rehabilitation or a related field with increasing responsibility over time including supervisory or managerial responsibility.
  • Knowledge of and experience in diversity, equity, inclusion, and racial equity and effective engagement across differences.
