Job Description
Summary


This position is in the Department of Labor (DOL), Mine Safety and Health Administration (MSHA), District Office. The incumbent administers the Federal Employees' Compensation Act (FECA) activities, specifically the Office of Workers' Compensation (OWCP), and assists the Administrative Officer (AO) in administrative functions, such as: Safety, Labor Relations, Employee Relations, Benefits, Performance Management, Staffing, and personnel activities.

Help Duties


The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.


For 0301-9:


  • Maintains OSHA log for District; tracks eligibility of safety awards.
  • Maintains close surveillance of each compensation claim through medical reports and other informational sources. Maintains complete district documentation on each case. Maintains database and tracks cases.
  • Assists the Administrative Officer in employee and labor relations activities, such as monitoring activities, researching and gathering policies and guidance.
  • Develops and explores the possibility of limited duty for claimants return to work from periodic rolls. Reviews periodic rolls to ensure cases are kept current; controverts and/or challenges those claims considered questionable.
  • Provides personnel/staffing activity reports to the District Manager, Administrative Officer and headquarters. Maintains current personnel rosters with employment information.
  • Serves as an active member of the District's Accident Review Board; prepares and delivers presentations at meetings regarding injury/illness, etc.
  • Maintain the performance management system; reviews and coordinates the timely completion of performance standards and appraisals.
  • Provides support services in the area of Worker's Compensation.

Qualifications


To qualify for this Administrative Specialist GS-0301-7/9 position, your application and resume must clearly show that you possess the experience and/or education requirements as defined below. If qualifying based on experience, be sure these types of examples are evident in your resume. If qualifying based on education, a copy of your transcripts is required.


For the GS-7:


Specialized Experience: Applicants must have at least 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-5 in the Federal Service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled.


Specialized experience must include at least three (3) or more of the following:


  • Handling confidential situations and/or information;
  • Preparing reports and/or maintaining records.
  • Performing administrative functions related to human resources (examples may include staffing, performance management, labor relations, safety or health programs);
  • Researching information;


OR


Completion of one (1) full year of graduate level education.


OR


A combination of education and specialized experience listed above and the total percentage must equal at least 100%.


OR


Superior Academic Achievement: recognizes college or university bachelor's degree students who have achieved superior academic standing as evidenced by one of the three methods described below.


S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.


  • Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below:
  • Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  • Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

Possess a Master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.


OR


A combination of education and specialized experience listed above and the total percentage must equal at least 100%.


Please Note: Your SF-50 must include enough information to be able to determine that time-in-grade requirements have been met and reflect your position title, pay plan/series/grade, tenure, and the type of appointment (i.e. competitive/excepted). In some cases, you may need to submit more than one SF-50.


Applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of 05/09/2023, the announcement closing date.
