Job Description

This position is located with the Senior Leadership Appointments team in the Executive Office of the Secretary-General (EOSG). As an integral member of a team, the Administrative Officer will perform a range of administrative functions involving confidential information in close collaboration with the entities at Headquarters, Offices away from Headquarters, Field Operations and Funds and Programmes, that are involved in the selection and appointment of senior officials.
The EOSG, under the guidance of the Secretary-General (SG), work as a team pursuing in a cohesive and coherent manner, the SG’s vision, priorities and policies for his second mandate in office. It seeks alignment of the United Nations family with the SG’s vision, priorities and policies. It is guided by the necessity of securing the highest standards of efficiency, competence and integrity and of achieving gender and regional balance among staff.
All EOSG unit will support the EOSG senior officials, as appropriate, depending on the tasks at hand, regardless of which senior official they formally report to, and will work together through a matrix team approach, as necessary, to ensure EOSG leads by example on integration and cross-pillar work.

Responsibilities
Within delegated authority, the Administrative Officer will be responsible for the following duties:
Human Resource Management:
  • Performs other related work as required.
  • Initiates and coordinates actions covering the entire span of human resource activities, e.g., recruitment and selection, placement, promotion, vacancies, separation of staff members, etc., ensuring consistency in the application of UN rules and procedures.
  • Monitor the Senior Leadership Talent Pool using current technology tools in close collaboration with the other Secretariat entities involved in the recruitment of senior officials.
  • Identifies potential issues of high sensitivity and complexity in relation to senior leadership appointments.
  • Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
  • Reviews post incumbency reports for purposes of vacancy management and staffing table control.

General Administration:
  • Prepares statistical reports and conducts research in preparing policy papers, position papers and briefing notes on issues related to senior leadership appointments.
  • Implements and monitors senior leadership appointments using current technology tools.
  • Performs other related work as required.
  • Prepares monthly reports on gender and geographic distribution of senior leadership appointments.
  • Provides expert guidance and leadership to more junior staff.
  • Maintain information technology tools to produce major/complex reports on senior leadership appointments.

Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.
Technological Awareness: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.

Languages

Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This position is available for two years, subject to the availability of funds.
If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
