Job Description
Summary
The Administrative Officer provides authoritative advice on a wide range of administrative functions for a unified Business Group of all upstate New York parks.
Duties
This role will oversee the budgets, acquisition, workforce management, information technology, and other administration operations for 8 park sites including Eleanor Roosevelt National Historical Site, Eric Canalway National Heritage Corridor, Fort Stanwix National Monument, Harriet Tubman National Historical Park, Home of Franklin D. Roosevelt National Historical Site, Martin Van Buren National Historical Site, Saratoga National Historical Monument, Vanderbilt Mansion National Historical Site, and Women's Rights National Historical Park. This position will assist in the transition to the new Business Group along with setting up the new positions that will oversee the administrative functions of the Upstate New York zone. This position will be providing those services for park sites within upstate New York. Major duties include:
  • Administrative Services: Oversees the following additional functions: Payroll and Timekeeping; Bills of Collections; Payment of Invoices; Internal Controls and Audits; and Travel Services.
  • Budget and Financial Management: Responsible for keeping the park's revenues and spending in balance through sound advice and supervision of the administrative division. Participates as a full member of the park leadership team in formulating and annually updating broad program management plans and associated budgets. Directs the budget and financial management staff in establishing or modifying account structures, tracking expenditures, and obligations, and continuously reviewing and analyzing accounts to be able to alert manager to unusual problems and conditions. Responsible for the development of procedures and for operations of internal controls established to eliminate waste and prevent fraud in the usage of Government properties and resources.
  • Acquisition and Property Management: Responsible for the acquiring of all goods and services the park requires to accomplish its mission and programs. Oversees the work of employees in charge of property management and control systems of the park. Corresponds with the Major Acquisition Buying Office (MABO) and serves as one of the park's primary liaisons with the MABO.
  • Information Management: Responsible for providing information technology, connectivity, communications, and automation advice in support of programs for the park, and for directing the work of staff assigned to provide technical support to the park.
  • Agreements: Participates in or oversees negotiation of cooperative agreements and memoranda of understand with other Federal agencies, other levels of government, public, private, and non-profit institutions.
  • Human Resources Management: Works with the Servicing Human Resources Office (SHRO), coordinating the identification and communication of needs and receipt of HR services from the SHRO. Assures that the Superintendent and park supervisors receive sound advice and guidance on position management through collaboration with the SHRO.
  • Planning: Directs or coordinates unique and/or critical management planning activities to include complex and highly sensitive task and projects.
  • Supervisory Responsibilities: Oversees the work of employees who deliver a wide range of critical administrative support programs to park staff for efficient operation and preservation of park resources.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • Meet Selective Service Registration Act requirement for males
  • You may be required to travel overnight away from home up to2nights per month. You must obtain a government charge card for travel purposes.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to work overtime.
  • Appointment subject to background investigation and favorable adjudication.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
Qualifications
All qualifications must be met by the closing date of this announcement-06/09/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: planning, managing, executing, evaluating, and facilitating the full range of all aspects of a complex administrative program and operation; supervising administrative and/or program staff engaged in administrative programs and support functions such as budget, finance, property management, contracting, agreements, information technology, fee revenue, travel functions, and payroll; applying a variety of laws, regulations, and policies, in areas such as human resources management, acquisition management, payroll systems, business practices and operations, legal and regulatory aspects of the use of funds; administering internal organizational program audits, and developing and formulating alternative solutions to complex administrative matters. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: Most of the work is performed indoors in an office setting. There may be some extended walking through facilities, carrying light items, or driving an automobile. Mentally stressful and taxing situations are frequently present.
