Job Description

Accountant IV This position performs complex (journey-level) accounting work. Including but not limited to daily DAFR reports between the Uniform Statewide Accounting System (USAS) and the HHSC Accounting System (CAPPS 9.2). This position will advise staff on how to correct reconciliation errors, train staff to prevent the recurrence of errors, and prepare training materials as needed. This position provides technical guidance and ensures accuracy of accounts payable operations for the agency. Specifically, this position creates manual vouchers such as ETVs, warrant cancellations, direct deposit reversals, USAS direct entry payments and other complex encumbered/unencumbered payment vouchers. This position is also responsible for interpreting and implementing state and federal rules and regulations and performs other duties as assigned. This position works under general direction with moderate latitude for the use of initiative and judgment.
Essential Job Functions
Attends work on a regular and predictable schedule in accordance with agency leave policy and
performs other duties as assigned.
Responsible for the daily DAFR/IT Report of CAPPS 9.2 and USAS payment transactions, and how to
resolve discrepancies between the two accounting systems. Advises staff on how to correct errors and
trains staff who committed the error(s) to prevent the recurrence of the error(s) (40%)
Processes complex accounts payable vouchers into the HHSC accounting system (CAPPS 9.2).
Vouchers can include but is not limited to ETVs, warrant cancellations, direct deposit reversals, USAS
direct entry payments and other complex encumbered/unencumbered payment vouchers. Ensures
that there is appropriate documentation and authorization for every voucher this position submits for
approval. Answers questions, research problems, and follows up as necessary. (40%)
Audits AP accounting processes and practices for compliance with established processes,
recommends changes to processes to improve quality and efficiency of the department (10%)
Other tasks as assigned. (10%)
Knowledge Skills Abilities
Knowledge of fiscal programs; of governmental accounting; of budget control methods, policies, and
procedures; and of laws and regulations pertaining to financial operations.
Knowledge of accounts payable processes and procedures.
Knowledge of and the ability to use complex automated accounting systems, including
HHSAS/CAPPS 9.2 (PeopleSoft Financials), Uniform Statewide Accounting System (USAS), and
Texas Identification Number System (TINS).
Skill in the use of office equipment, computers, and associated software applications including:
Microsoft Excel, Access, Word, and Outlook.
Skill in working under general direction with moderate latitude for the use of initiative and judgment.
Skill in establishing and maintaining effective working relationships both internal and external to the
agency.
Excellent communication skills both verbal and written.
Ability to manage multiple ongoing projects, prioritizes work, and meets deadlines.
Ability to train others.
Registration Or Licensure Requirements
Initial Selection Criteria:
  • Combined (4) years full-time accounting, auditing, bookkeeping, financial operations, banking or budget.
  • Graduation from high school or equivalent.
OR
  • Graduation from an accredited four year college or university with a business related degree, MBA or a CPA and combined two (2) years full-time accounting, auditing, bookkeeping, financial operations, banking or budget and purchasing experience.
Acceptable Substitutions
  • Sixty semester hours from an accredited college or university, with a minimum of twelve hours of Accounting may be substituted for two (2) years of required experience.
  • Thirty semester hours from an accredited college or university, with a minimum of twelve hours of Accounting may be substituted for one (1) year of required experience.
  • Ninety semester hours from an accredited college or university, with a minimum of twelve hours of Accounting may be substituted for three (3) years of required experience.
