Demonstrated successful experience at a senior manager level with broad supply chain responsibilities

Bachelor's degree in Business, Supply Chain Management, or a related field. Master's degree preferred.

In-depth knowledge of procurement best practices, market trends, and regulatory requirements.

Manage procurement budgets and expenditures effectively. Monitor and analyze purchasing trends, identify cost-saving opportunities, and implement strategies to achieve financial targets.

Excellent leadership, communication, and interpersonal skills.

Understanding of purchasing and inventory management philosophies. Strong analytical skills and excellent customer service skills

Experience in or strong working knowledge or irrigation and landscape supplies

Assist store manager with special projects, including but not limited to early orders, product promotions and vendor negotiations.

Review and analyze daily below-order-point reports and procures products for those stores whose volumes did not meet the auto buy parameters.

Communicate daily with stores regarding purchasing of product and other special needs.

Communicate with vendors regarding product availability and purchase orders.

Previous accounting experience or post-secondary education in accounting or related field preferred.

Assist Manager of Travel and Credit Card Operations during peak periods with filing, scanning, and answering phones.

Manage construction contract process by obtaining required signatures, scanning, and retaining contracts.

Three years office experience required.

Strong interpersonal skills including written and oral communication required.

Knowledge of computers, word processing, spreadsheet, and electronic mail software required.

Work closely with Program Management to track sourcing progress, execute product kick-off, and manage progress towards vehicle build events

Actively manage supplier relationships and performance through key performance metrics, plant audits and technical reviews

5+ years of strategic sourcing, procurement, or purchasing experience.

3+ years’ experience leading RFI/RFP/RFQ processes.

Experience negotiation and managing seating suppliers

Experience with automotive, electronic, or consumer products, and the design and manufacture thereof

8 - 10 yrs. minimum in purchasing or related field, with specific experience in procurement management

Establishes and implements effective procurement management leadership, systems, methods and procedures for the project or group

Consult with department Director in vendor contracting/purchasing strategy, vendor relationship management, administration, and organizational policies/procedures for contracting/purchasing.

Senior Purchasing & Contract Manager

Represent the Vendor & Contract Solutions department in leading and managing vendor contracts/purchasing for various WV client groups.

Communicate WV policy/processes and best practices to clients.

Perform other duties as assigned.

Proficient in Microsoft Office Suite and inventory management software.

At least 2 years of experience in a similar purchasing role in the building materials industry.

Drive for Supply Chain Management Savings and documentation

SALARY: $85,000-$95,000 based on experience, education, etc.

Review requirements, prepare sourcing strategy and plan including solicitation criteria, quantities, delivery requirements and industry to be sourced.

Prepares contract solicitations, determines specific contract language, clauses, and best type of contract; evaluates offers and recommends source selections.

Minimum of 8-13 years’ of full-spectrum federal contract experience

Acquisition certification is preferred (i.e., FAC-C, DAWIA certification, Industry Certification (ICCM-D, ICCM-F), NCMA certifications will also be considered)

Strong project management skills with the ability to prioritize and manage multiple time-sensitive projects simultaneously.

Manage stock and inventory planning including setting up safety stock and cycle count programs to ensure continuity of supply.

Manage and maintain relationships with contract manufacturers and key partners.

Negotiates and bids all requirements possible.

Coordinates purchasing activities with other departments to meet departmental resource requirements and maintain inventories at required levels.

Minimum of 7 years purchasing and planning experience, preferably in biotech and or manufacturing environments.

8 - 10 yrs. minimum in purchasing or related field, with specific experience in procurement management

Candidate must possess at least Bachelor's Degree/Post Graduate Diploma/Professional Degree in Business Management or equivalent.

Be a “ superuser “ within the team, providing expert knowledge especially on Purchasing when required.

At least 2 Year(s) of working experience in the related field is required for this position.

Coordinate with suppliers on sourcing materials, price negotiation and delivery status.

Responsible on purchasing requisitions, quotation enquiries, issuance of purchase order and invoicing.

To coordinate with all related departments in order to achieve the plan target and schedule.

Manages the flow of goods, resources to ensure that critical processes run effectively to achieve org goals and performance KPI.

Manage all vendor setups/ changes including incoterms/payment terms

Manage month end process for closing the month accurately and on time including finalizing all receipts/workorders/adjustments and more.

Execute all purchase order requests from supply planner to quote and issue. Ensure all cogs meet cogs targets.

Expedite/ De-expedite pos as necessary based on supply plan.

Provide component availability updates to CMs and resolve any bottlenecks or problems that may arise.

Ensures all corporate finance requirements for spare parts cycle counting are met in timely, cost effective manner.

Proficient computer skills – strong Excel skills; SAP experience preferred but not mandatory.

Knowledge, Experience, Competencies and Supervision:

Manages and oversees forklift and similar capital equipment rentals, leases, and contracts for multiple sites.

Minimum 3 years related purchasing or operations experience; experience with technical parts and factory store rooms strongly preferred.

Strong technical aptitude and quantitative skills

· Manage all vendor setups/ changes including incoterms/payment terms

· Expedite/ De-expedite pos as necessary based on supply plan.

· Provide component availability updates to CMs and resolve any bottlenecks or problems that may arise.

· Escalate any risks that may arise from production on timing/quality.

· Schedule all freight in for incoming pos – FG/ components.

· Ensure delivery of production to 3PL and availability of inventory on time.

Certified Professional in Supply Management (CPSM).

Experience working in a public higher education purchasing environment or government purchasing experience, particularly experience with Texas agencies.

Knowledge of Texas Education Code Chapter 51 Subchapter T (Construction and Repair of Permanent Improvements).

Additional experience/education may substitute for education/experience on a one year for one year basis.

Within 18 months of hire, must possess one of the following required or preferred certifications:

Certified Texas Contract Manager (CTCM)

Strong knowledge and experience with Contractor Purchasing System Review (CPSR) requirement and documentation.

Serve as the Subject Matter Expert for IW purchasing and subcontracting process in compliance with CPSR requirements.

Review/convert purchase requisitions and issue purchase orders in line with final negotiations with selected suppliers and with organizational targets and requirements.

Review requirements document (i.e., statement of work, drawings, and specifications) for clarity and adequacy

Bachelor’s degree in business or related field or equivalent experience required.

A minimum 4 years’ experience specific to government contract buying.
