Basic Function

Under general direction, coordinates and reviews work related to source water protection, environmental regulatory compliance, and biotic and hydrological modeling and monitoring; trains and evaluates staff; may perform work of subordinate staff and execute assignments in their absence. Engages with other sections of the Department on environmental, water supply and related matters. Represents the Department's position at committees/work groups, troubleshoots reporting and equipment abnormalities, manages databases/modeling, ensures adherence with City and Departmental policies and procedures and permit requirements; and performs other related duties as assigned.

Distinguishing Characteristics

The Water Resources Supervisor is the full supervisory-level classification in the Water Resources series. Responsibilities include planning, organizing, supervising, reviewing, and evaluating the work of Watershed staff. Incumbents are expected to independently perform the most complex analyses and serve as a subject matter expert and advisor, lead the most technically complicated water resource projects and/or programs, and provide administrative and technical support to management. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. This class is distinguished from the Watershed Compliance Manager in that the latter has mid-management responsibility and oversight of the Watershed section.

Typical Duties

(May include, but are not limited to, those duties listed below.)
In addition to the duties listed for the Water Resources Analyst position:

  • Analyzes hydrologic data provided by Watershed staff to determine appropriate water sources for Production; and makes recommendations to Watershed Compliance Manager.
  • Prepares, organizes and maintains comprehensive databases, records and technical reports, correspondence, brochures, posters, and other materials; develops educational materials; compiles statistics; organizes and analyzes data
  • Initiates solicitations, including requests for proposals and sole source requests to provide materials and services; coordinates and participates in the evaluation of submittals; negotiates and executes contracts; prepares and submits Council items for contract approval; administers and manages contracts ensuring compliance with all requirements.
  • Oversees and supports Watershed section and Departmental Environmental Regulatory Compliance Program by ensuring timeliness of reporting, providing quality assurance and quality controls, and reviewing data collection procedures, data, and analysis methodology; ensures field operations are compliant by completing permits for operations-related projects and overseeing staff permit development work; designs trainings for staff and contractors working in environmentally sensitive areas; and acts as lead on implementation of interdepartmental efforts.
  • Provides technical expertise in negotiations with regulatory agencies by ensuring accuracy of data collection and compliance with regulatory processes; presents and defends data and collection processes to regulators; and represents drinking water source protection and special status species protection interests for the Department in the absence of the Watershed Compliance Manager at agency and stakeholder meetings.
  • Develops, implements and evaluates goals, objectives, policies and priorities for assigned projects
  • Follows safety regulations, policies, and procedures applicable to the assigned work.
  • Stays current with, interprets and applies federal, state and local regulations, codes and ordinances such as the Safe Drinking Water Act, , California Fish and Game and Water Codes, California Forest Practice Rules, California Environmental Quality Act, National Environmental Policy Act, State and Federal Endangered Species Acts, and other regulations related to watershed and water resource management.
  • Develops and implements monitoring schedule based on Department priorities and considering weather conditions; coordinates with impacted City staff in other sections and Departments; assists staff with the most complex monitoring; and backfills for staff as needed.
  • Represents Department position regarding watershed issues and collaboratively engages with committees/work groups, including City staff work groups and the public, and with outside agencies.
  • Performs other related duties that may be reasonably expected as part of this classification.
  • Designs and implements monitoring procedures, including determining appropriate scientific equipment and training staff on use and maintenance of equipment such as flow meters, steam gages, sediment samplers, and real time telemetry equipment; troubleshoots scientific equipment failures and implements repair or replacement; and provides guidance on new techniques, instruments, and changing regulations.
  • Sets priorities for education and outreach programs; provides direction to Watershed staff on content and responsibilities; coordinates program goals with academic partners and troubleshoots areas of concern.
  • Oversees and participates in selection of staff; plans and directs staff training; reviews and conducts performance evaluations; resolves or assists in resolving employee issues; and recommends discipline.
  • Conducts and coordinates review of County and other projects such as large development projects, policy development, and timber harvest plans for potential impact to drinking water source quality, water rights or other City water resource values.

WORKING CONDITIONS
Position requires sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements in the performance of daily duties. The position also requires near, far and color vision when collecting and analyzing samples. The need to lift, carry, and push tools, equipment and supplies weighing 25 pounds is also required. The incumbent may occasionally need to lift, carry and push tools, equipment and supplies weighing up to 80 pounds with assistance. Additionally, the incumbent may be exposed to biohazards and a variety of working conditions, including mechanical, electrical and water - related hazards, stinging plants and insects, loud noises when collecting samples and performing field inspections and surveys. The incumbent may work in adverse weather conditions, including wet, heat and cold, when collecting samples. The incumbent may work in standing or flowing water, conducting measurements or collecting data from natural streams or wetlands. The incumbent may use cleaning and lubricating chemicals or work in an environment that may involve exposure to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders and steep slopes. The incumbent may be required to work evenings and weekends occasionally.

Minimum Qualifications

The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:
Education and Experience:

  • Five (5) years of experience in environmental programs, environmental regulatory compliance programs, conservation planning, natural resource management, or related areas, including one (1) year of lead or supervisory experience.
  • Bachelor's degree in environmental science, environmental studies, natural resources management, ecology, hydrology, biology, or a related field; and

Knowledge:
  • Basic principles of mathematics including algebra, calculus, trigonometry, and statistics.
  • Flora, fauna, biological, endangered species, and other natural resources of California, specifically those found in City’s watershed region.
  • Hydrology, limnology, chemistry, groundwater, and field biology monitoring techniques.
  • Office practices, methods and equipment, including using a computer for word processing, spreadsheets, and databases.
  • Principles, practices, concepts, and standards of water resources management, natural resource management, environmental regulatory compliance, planning, hydrology, biology, botany, and/or general environmental sciences.
  • General principles, methods, and terminology of chemical, biological, and bacteriological testing commonly performed for water/wastewater and soil analyses.
  • Principles and practices of program development, administration, and evaluation.
  • Use and application of Geographical Information Systems (G.I.S.).
  • Nonpoint source water pollution and erosion control/sedimentation best management practices.
  • Principles and practices of supervision and training.
  • Applicable federal, state, and local laws, codes, and regulations.
  • Methods and techniques for record keeping and report preparation and writing.
  • Methods of scientific research, quantitative and qualitative analyses, and reporting.

Abilities:

  • Write grant proposals and administer grants.
  • Effectively engage with other sections of the Department on water supply, environmental and other related efforts.
  • Plan, organize, and direct work of assigned staff.
  • Develop and implement policies, procedures, and goals for assigned areas of responsibility.
  • Adjust standard operating procedures to improve effectiveness and comply with regulatory changes as appropriate.
  • Observe safety principles and work in a safe manner; train others to observe standard safety procedures and be aware of occupational hazards.

Licenses and Certificates
  • Possession and continued maintenance of a valid California Class C driver’s license.

OTHER REQUIREMENTS
  • Willingness to work occasional evenings and weekends, as assigned.
  • Willingness to attend off-site meetings and training sessions, such as scientific conferences, professional workshops, public meetings and related events.

SALARY - This classification has a nine-step salary range. Appointment may be made commensurate with experience. See the Supervisory MOU documents on the City website for details.
APPOINTMENT - Any candidate selected by the appointing department may be required to pass a pre-employment medical exam administered by a City-selected physician before hire to non-sedentary positions. Prior to starting work, all newly hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment. Candidates must present documentation verifying authorization to work in the United States and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to a six-month probationary period which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
LEAVE
Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.

Medical – Depends on plan selected; City generally pays 95% of the cost of coverage. Participating members make an additional $35 contribution per pay period towards health care benefits.

Life – City provides a $20,000 life insurance policy.
Long Term Disability – City provides a long term disability plan.
RETIREMENT
All new regular employees become members of PERS. Public Employees' Retirement System (PERS) 2% @ 62 (3 year average). Prior PERS membership may affect retirement formula. Employees contribute 11.25% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
