ASSISTANT WATER RESOURCES DIRECTOR

About this position:
Hiring Range: $107, 121- $131,223 (full range up to $166,037)
Work Location: Apex Public Works Administration Building
Schedule: Monday - Friday, 8am-5pm (hybrid work available after training period)

What you will be doing:

The Assistant Water Resources Director oversees and directs the Stormwater and Utility Engineering divisions of the Water Resources Department by providing direction and oversight to achieve engineering and project related strategic goals for the department.

This position reports to the Water Resources Director.
This position has supervisory responsibilities.

A sample of the essentials (duties & tasks):

  • Engages in considerable personal contact with citizens concerning complaints, assists staff with investigations, and decides or recommends actions; prepares citizen communication materials and attends Town Council meetings as necessary.
  • Coordinates and develops memoranda of agreements and interlocal agreements related to water resources and makes recommendations for approval to the Water Resources Director.
  • Oversees special studies related to watershed protection.
  • Meets frequently with subordinate supervisors to solve more complex problems; sets priorities and deadlines for projects; and provides guidance and direction to all engineering staff.
  • Reviews Town ordinances related to public utilities and makes recommendations for changes to the Water Resources Director, Assistant Town Manager, Town Manager, and Town Council.
  • Manages engineering design work for various plans and projects.
  • Directs and participates in the enforcement of the Town's watershed protection programs (NPDES Phase II, Jordan Lake Riparian Buffer Rules, Neuse Rules, Water Supply Watershed Rules, Soil Erosion and Sedimentation Control Rules, other riparian buffer rules, and stormwater rules) including the development of documentation and civil penalties as needed.
  • Prepares, reviews and administers departmental engineering and administration budgets.
  • Frequently conducts staff meetings with engineering staff to keep them abreast of information as well as project updates.
  • Consults with division managers on personnel actions; implements disciplinary actions and makes selection decision with approval of Water Resources Director and Assistant Town Manager.
  • Consults and coordinates with other municipalities, governmental agencies, citizen and regulatory groups for the development of infrastructure and water resources planning.
  • Plans, organizes and monitors a variety of contracted work; coordinates with engineers and contractors.

What you'll need (minimum must-haves):

Graduation from an accredited college or university with a bachelor’s degree in civil or environmental engineering or related field and a minimum of seven years of experience in a managerial position within the public works, stormwater, water/sewer utilities field, including considerable supervisory experience; or an equivalent combination of training and experience.

What would set you apart (preferred qualifications):

NC Professional Engineer (PE) license.
