Job Location and Remote Work
Work may be done remotely most days. One day per week all staff, including this position, come into our office in San Diego so that they can see and work with each other in person. Onsite meetings at clients’ offices in San Diego County may also be required up to a few times per week, although these do not occur every week. Because some work will need to be done onsite at our office or clients’ offices in San Diego County, candidates need to be located in or willing to relocate to San Diego County or nearby areas of adjacent Southern California counties to be hired for this job.
Position Description
We are currently seeking a Water Resources Engineer to join our team. Job responsibilities for this position may include the following:
- Complete plan checks for Storm Water Quality Management Plans (SWQMP) and drainage studies. This work is completed on behalf of public agencies as an extension of their staff.
- Training or mentoring entry level staff.
- Design stormwater best management practices (BMP), including low impact development (LID) features. This includes selecting the most appropriate approach given regulatory requirements and site-specific factors, sizing the BMPs, identifying installation or construction locations, preparing cross sections, and identifying relevant specifications (e.g., soil media characteristics).
- Plan and oversee installation of flow meters in storm drain pipes or channels.
- Managing tasks, including tracking progress toward deadlines and amount of budget spent.
- Manage data related to drainage and stormwater quality, such as GIS files of storm drain systems and databases of structural BMPs installed in a municipality.
- Oversee stormwater inspection programs for construction sites, and occasionally complete more challenging or complex inspections.
- Prepare cost estimates for proposed stormwater and flood control features.
- Advise clients on what requirements apply (e.g., local municipalities’ post-construction stormwater BMP standards, State Construction General Permit coverage, FEMA floodplain regulations, etc.) and potential approaches to meeting the requirements.
- Prepare hydrology and hydraulics studies using modeling tools such as SWMM, HEC-HMS, and HEC-RAS. This may also include evaluating applicability of FEMA floodplain requirements and preparing applicable submittals, such as Conditional Letters of Map Revision (CLOMR) or Letters of Map Revision (LOMR).
- Identify proposed improvements to existing storm drain systems to reduce flooding.
- Work with local agency field maintenance teams to identify maintenance actions and frequencies for stormwater BMPs, drainage channels, and inlets.
- Oversee annual inspection programs to evaluate maintenance of installed structural BMPs at completed development projects, and occasionally complete more challenging or complex inspections.
- Develop updates to local agency stormwater and flood control/drainage regulations, including preparing updated manuals and ordinances and training agency staff on the new procedures.
- Preparing grant applications for stormwater and drainage projects.
- Prepare clear, concise technical reports summarizing results of studies, basis of design, etc.
- Prepare construction Storm Water Pollution Prevention Plans (SWPPP).
Experience Requirements
- Previous consulting experience is a plus but is not required.
- At least 4 years of experience in water resources engineering, stormwater management, or a related field.
Education and Certification Requirements
- California civil engineering license (PE), or the ability to obtain one within 12 months.
- Advanced degrees and additional professional certifications (e.g., QSD/P, QISP, ToR, CPSWQ, CFM) are pluses but are not required.
- Bachelor’s degree in civil or environmental engineering or a related field.
Compensation
The salary range for this job is $90,000 to $135,000 per year. Where a candidate will fall within this ranges depends on their experience and expertise, including range and depth of relevant skills.
