Job Description
Purpose
The purpose of this classification is to perform administrative and supervisory work in maintaining, repairing, and directing the water & reuse distribution systems and/ the sanitary and stormwater collection systems, and/or pump and lift stations, and/or TV Inspection projects. Employees in this classification are responsible for coordinating the timely and effective completion of projects, and coordinating the personnel, materials, supplies, and equipment required for completing projects ensuring compliance with regulatory requirements. Performs related work as required. Minimum Qualifications
Education, Training and Experience - Minimum High School or GED, college preferred - Business Management minimum of three (3)
years municipal construction experience with a work history that includes five (5) or more years' experience in a supervisory capacity, or an equivalent combination of education, training, and
experience that provides the required knowledge, skills and abilities. Must have a valid State of
Florida driver"s license. Must have a FDEP Water Distribution Operator License Level 2.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive
or all-inclusive. Other duties may be required and assigned.
Coordinates and controls the field activities essential to the operation, construction, maintenance,
and general repair of the City"s utility infrastructure.
Coordinates long term planning and objectives and assists in budget preparation working in concert
with Field Operations Manager.
Plans and prepares work schedules and assignments for field crews.
Coordinates materials, supplies, and equipment required per job site/work order.
Inspects work in progress, modifies or adjusts work methods, crew sizes, and related factors to
ensure projects are completed in accordance with sound engineering and construction principles.
Supervises, schedules, assigns, trains, and evaluates the performance of crew personnel under
charge.
Requisitions supplies, materials, and/or equipment as needed.
Maintains and files a variety of records and reports (i.e., overtime reports, equipment inventory,
budget expenditures, requisitions, accident reports, and personnel performance). Develops and implements work safety and related in-service training programs.
Ensures adherence to established safety standards/procedures for crews under charge.
Drives to and from work sites for monitoring and inspection purposes.
Responds to complaints and emergencies.
MARGINAL FUNCTIONS
Assists other departments in special events.
Performs related duties as required.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication,
and division, calculate decimals and percentages, and utilize principles of fractions, algebra, and
geometry.
Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to
interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to
exercise independent judgment to adopt or modify methods and standards to meet variations in
assigned objectives.
Situational Reasoning: Requires the ability to exercise the judgment, decisiveness, and
creativity required in situations involving evaluation of information against measurable or
verifiable criteria.
ADA COMPLIANCE
Physical Ability: Tasks involve the regular and, at times, sustained performance of moderately
physically demanding work, typically involving some combination of climbing and balancing
stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing,
and/or pulling of moderately heavy objects and materials (20 to 50 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate depths. Some
tasks require visual perception and discrimination and oral communications ability.
Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as
dirt, dust, pollen, wetness, humidity, rain, temperature extremes, and traffic hazards.
PERFORMANCE INDICATORS
The work performance of supervisory personnel of the City of Daytona Beach is
routinely evaluated according to the performance criteria outlined herein:
Knowledge of Job: Has thorough knowledge of the methods, policies and procedures of the City
of Daytona Beach as such pertain to the performance of the essential duties of a Coordinator.
Has thorough knowledge of municipal construction, maintenance, and repair of utility
infrastructure, and the methods, practices, procedures, materials, and equipment applicable to
establishing and maintaining efficient and effective production. Has thorough knowledge of the
laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities
of the position. Has thorough knowledge of the organization of the Department and of related
departments and agencies. Clearly understands the occupational hazards and safety precautions
required to perform the essential functions of the work. Has thorough knowledge of terminology
and related professional languages used within the Department as such pertain to work
responsibilities. Knows how to maintain cooperative and effective relationships with intra- and
inter-departmental personnel, as well as any external entities with which position interacts.
Quality of Work: Maintains high standards of accuracy in performing duties and
responsibilities. Exercises immediate remedial action to correct any quality deficiencies that
occur in areas of responsibility. Maintains quality communication and interaction with intra- and
inter-departmental personnel, and any external entities with which the position interacts.

and effectively in order to produce a quantity of work which consistently meets established
standards and expectations.
