Job Description
General Description
Performs primary duty that includes office or non-manual work directly related to the management and general business operations of the City utility department including billing, collections and customer service; performs primary duty that requires exercise of discretion and independent judgment with respect to matters of significance; compensation meets minimum standards. This is a supervisory position involving independent judgment and ingenuity within the utility billing division. Supervises the daily duties of the utility billing division staff. Work is carried out under the general supervision of the Finance Director and is reviewed through conferences, reports and evaluation of results obtained.
Essential Job Functions
Provides the Finance Department with monthly billing and revenue financial reports; prepares daily cash deposits; issues deposit refund checks; processes monthly County tax report; processes ACH payments; maintains records and ensures that monthly utility bills are sent out in a timely manner; maintains records accounts turned over for collection.
Prepare work orders for meter change outs for non-functioning meters.
Prepares zero consumption reports for maintenance per billing cycle.
Prepares and processes account maintenance / clean-up through the utility billing program.
Prepares annual files for division including storage and record retention.
Reviews and mails monthly Courtesy Reminder Notices.
Schedules delinquent work orders.
Provides assistance and information to the departments/divisions and the public. Processes new meter sets; provides statistical information to auditing firm and assists in preparation of annual budget; minimize delinquent accounts through effective follow up and collection procedures; provides courteous and efficient customer service.
Oversees the AMR program for meter readings including the mid-month consumption notices. Coordinates with Vendor and IT Department on updates and enhancements to the AMR program.
Be able to perform the job duties of the utility billing personnel in order to assure the office is run effectively and efficiently.
Performs any other duties or tasks that may be assigned.
Qualifications
Graduation from high school or recognized equivalent certification, with a degree from a two (2) year accredited college and four (4) years’ experience in municipal accounting, or any combination of education and experience. Supervisory experience required.
Must possess a valid State of Florida driver’s license.

Physical Requirements
Work requires sitting for extended periods of time using a computer with great attention to detail.
Frequently answering phone calls, speaking, hearing, reading and writing.
Computer, telephone, calculator, typewriter, mail machine, printer, two-way radio, copy machine and validator.
Additional Information
JOB LOCATION: Utility Billing Division is located in the City Hall Annex. Some travel to post office, seminars, and conferences is required. Occasional on-site inspections.
