Job Description
Description

Under general direction, manages, supervises, and coordinates the activities, operations, and maintenance of the City’s water utility, coordinates assigned activities with other divisions, outside agencies, and the general public; and provides highly responsible and complex staff assistance to the Department Director. Exercises direct supervision over supervisory, professional, technical and operations staff.

Examples of Duties

Examples of duties may include, but are not limited to, the following:

  • Establishes goals, objectives, schedules, and methods of potable and non-potable water production, treatment, and distribution;
  • Researches, applies for, and manages grant funded projects;
  • Completes complex calculations, studies, research and analysis;
  • Prepares reports and other necessary correspondence, makes presentations;
  • Makes critical decisions to resolve emergency conditions;
  • Provides recommendations to improve efficiency and reduce costs;
  • Manages the procurement process for the division and administers contracts and agreements;
  • Responds to and resolves citizen inquiries and complaints; and
  • Plans, assigns, supervises, and evaluates the work of assigned staff;
  • Serves as a liaison with other City departments and outside agencies and services on various boards, commissions, and committees;
  • Prepares, administers, and monitors division budgets;
  • Ensures division operations comply with local, state, and federal regulations and standards;
  • Stays abreast of new industry trends and innovations including new legislation;
  • Perform related duties and responsibilities as assigned.
  • Investigate and review accidents involving water personnel and equipment;
  • Interviews, hires, trains, and supports the professional development of staff;
  • Makes recommendations and develops long-range plans;
  • Provides leadership, management, and direction for all water utility division activities;

Qualifications

Experience:

  • Five years of increasingly responsible experience in management of water operations, maintenance, and regulatory compliance of water municipal utility systems;
  • Three years of supervisory or management experience in water operations and maintenance;

Education:

  • Bachelor's degree with major course work in chemistry, biology, civil or environmental engineering or a closely related field. Additional experience may be substituted for education on a year for year basis, up to two years. For degrees obtained outside of the U.S., an official equivalency evaluation is required.

License or Certificate:

  • Possession and maintenance of an appropriate, valid California driver's license.
  • Possession of a Water Distribution Operator Certification Grade 4 issued by the California State Water Resources Control Board;
  • Possession of Water Treatment Operator Certification Grade 5 issued by the California State Water Resources Control Board;
  • Ability to obtain a Water Distribution Operator Certification Grade 5 issued by the California State Water Resources Control Board within two (2) years of appointment;

Special Requirements

Essential duties require the following physical skills and work environment:

  • Exposure to heat, noise, outdoors, vibration, confining work space, chemicals, wastewater, mechanical hazards, and electrical hazards, and traffic hazards.
  • Ability to talk and hear; use hands, fingers, and arms to handle, feel, and reach;
  • Ability to work in a standard office environment; ability to travel to different sites and locations;
  • Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift 25 lbs.;
  • Ability to walk on uneven surfaces.

An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. This evaluation must be submitted by the application deadline.
