Job Description

Duties

As a Transportation Specialist (Safety), you will:

  • Coordinate and develop implementation procedures concerning the use of proven techniques and materials in highway safety improvements which will result in improved traffic operations and increased safety on existing highway facilities. Provides an overview to ensure that safety design features used are in conformance with FHWA policies and procedures. Analyzes and interprets directives and technical material relating to highway safety.
  • Provide direction in resolving complex transportation problems relating to both safety and/or traffic operations which may require deviation from established standards and criteria. Apply knowledge of advances in safety and/or traffic operations-related technology in devising new approaches to difficult problems.
  • Provide guidance and direction to stakeholders in developing, updating, and implementing the Strategic Highway Safety Plan. Assist the State of New Jersey in the development and strategic planning of the Highway Safety Improvement Program. Analyze the processes by which the State of New Jersey develops safety plans. Identify safety problem areas and suggest improvements needed during the safety planning process. Provide direction and technical advice to all stakeholders in achieving FHWA safety- related goals and objectives.
  • Serve as a consultant and technical specialist to federal agencies, District transportation partners (including NJDOT), Metropolitan Planning Organizations, professional organizations, universities, and first responder personnel regarding the need for and implementation of traffic management techniques, safety education and outreach, safety enforcement, pedestrian and bicycle safety, or other safety programs.
  • Analyze and evaluate, through systematic technical and administrative reviews, the implementation of highway safety plans and programs.

The ideal candidate for this position is a mid-career transportation specialist with experience monitoring federally funded highway programs, delivering safety programs and operations projects from initial scoping through construction support and maintenance. The candidate has experience conveying ideas and concepts in meetings and discussions, and in writing.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PHYSICAL DEMANDS: Occasional site visits and travel are necessary requiring driving an automobile and involve walking and standing as well as occasional climbing on structures, crawling, crouching, and stooping. During the occasional field work, the incumbent will be working in heavy construction areas with large construction equipment operating in the immediate surroundings, in order to inspect highway locations, design and construction, equipment placement and performance, and verify environmental features.
  • BACKGROUND INVESTIGATION: If you are not a current Federal employee, you will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • TELEWORK ELIGIBILITY: This position is approved for occasional telework. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials. You are required to report to the office on a regular basis since this is not a full-time telework position or approved as a remote work position.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • WORK ENVIRONMENT: Exposure to public traffic, construction, or other hazardous activities at highway project sites. During the occasional field reviews, protective clothing and gear and observance of safety precautions are required.
  • DRIVER'S LICENSE: You must have a valid state driver’s license and a safe driving record and be fully qualified to operate a government-owned vehicle.

Qualifications

For the 2101 series, specialized experience that demonstrated a knowledge of the transportation function(s) of the position to be filled is required.

To determine which grade(s) you may be eligible for, review the following grade specific details. You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume.

For the GS-11: You qualify for this grade level if you meet one of the following experience and/or education requirements.

On Experience, you must have at least one year of experience, equal or equivalent to the GS-09 grade level, which included:

  • Experience in the evaluation of safety countermeasures that may include roadway design, bridges, or appurtenant structures); AND
  • Experience conducting and/or leading process and program reviews and implementing outcomes that produce improvements in the delivery of Safety and Traffic Operations.

Or on Education, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree.

You can also have a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

For the GS-12: You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-11 grade level, which included:

  • Experience conducting and/or leading process and program reviews and implementing outcomes that produce improvements in the delivery of Safety and Traffic Operations; AND
  • Experience in the evaluation of safety countermeasures that may include roadway design, bridges, or appurtenant structures); AND
  • Experience consulting and advising others, developing alternatives and helping to resolve engineering issues or conflicts related to safety and operations that arise with processes or outcomes.

You cannot qualify on education at grades GS-12 and above, you must meet the specialized experience for each grade, which is cited above.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Advanced knowledge of Safety and Operations laws, regulations, Executive Orders, policies, procedures, guidelines and other technical material in order to interpret policy, give advice, develop operating guidance, and review and advise on all Safety and Operations program matters.
  • Advanced knowledge of Safety and Operations principles and practices to enable the specialist to serve as a technical coordinator to make decisions or recommendations to the State on actions concerning the implementation of the Federal-aid Highway Safety Program.
  • Ability to organize, analyze, and interpret complex safety data, operations data, safety or operations problems and situations, and identify issues and solutions and make recommendations.
  • Skill and ability to communicate effectively, individually and in groups, both orally and in writing.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Students enrolled in a qualifying degree program can apply to the GS-11 if the anticipated graduation date is within six months of closing date of the announcement.
