Job Description


The Iowa Department of Health and Human Services (HHS) is seeking a part-time position to serve as the department’s Open Records Officer. This position works collaboratively across all divisions within HHS and is part of the Data Sharing, Privacy, and Governance bureau within the Contracts and Data division.


Under the direction of the Bureau Chief for Data Sharing, Privacy and Governance, this position provides day to day management of the open records request workflow, including review of requests for records as they are received, communication with the requester to refine requests as necessary, providing direction and oversight to HHS team members in the production of records responsive to the request, approval for the release of all responsive documentation, and coordination with legal counsel when legal review is determined necessary.


  • Reviews all records produced in response to a records request prior to release.
  • Ensures adherence with the Department's confidentiality laws and regulations and compliance with Iowa Code chapter 22 in the review and release of records.
  • Drafts communications to requesters specifying the reasons for withholding confidential records.
  • Trains employees on compliance with the HHS policy.
  • Coordinates releases of information from requesters when appropriate to address confidentiality concerns.
  • Develops and maintains the department's open records policy.


This position is critical in developing and maintaining an end-to-end workflow for the department’s open records process, including logging receipt of the request, and developing a process for monitoring the department's compliance with the open records law, including ensuring timely responses to requests.


Works with the appropriate division or department (OCIO) to pull documentation responsive to the request, as necessary. Reviews all records produced in response to a records request prior to release for confidential information that must be withheld. Coordinates with the department's communications team and HHS leadership, as needed, related to upcoming releases of records.


Represents HHS at the Iowa Public Information Board (IPIB) meetings, as needed, and liaises with the board when complaints arise. Monitors decisions of IPIB for impact to the agency.


Establishes and maintains the agency records retention schedule, promotes the maintenance, security, and disposal of records Provides schedule updates to the State Records Commission.

Minimum Qualification Requirements


Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:


  • All of the following (a and b): (A) Three years of full-time work experience in data science; project management; management analysis; or business systems analysis; and (B) A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in data science; project management; management analysis; or business systems analysis.
  • All of the following (a, b, and c): (A) One year of full-time work experience in data science; project management; management analysis; or business systems analysis: and (B) A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and (C) A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or closely related fields equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.
