To provide support for the CDC’s Office of Readiness and Response (ORR) - Division of Emergency Operations (DEO) related to establishment, implementation, execution, and maintenance of the public health emergency responder coordination programs, also known as CDC Ready Responder. The goal for this project is to have a fully designed training plan to allow for agency preparedness and response readiness, before an activation happens. Training frequency will vary depending on category of training. General Responder Training, once fully designed, will be delivered prior to a response activation to all cadres and role-specific types. Refresher training should occur, after a certain period of time, to ensure responders retain the
information. Role-specific training will be managed the same way, in advance of an activation, to ensure readiness.
Objectives include:
- Development, revision, maintenance, and delivery of operational and role-specific training for CDC staff who are rostered into discipline-specific cadres and fill specific roles during emergency responses;
- Planning, updating, adjusting, maintaining, and documenting processes necessary to support the administration and utilization of responder cadres, as well as mapping of such processes to guide enhancements to operations supporting responder coordination activities; and,
- Strategic planning and communication support for identifying, managing, and training emergency responders.
Duties and Responsibilities:
Role-Specific Training Delivery Support
Provide support to ORR/DEO and CDC faculty instructors delivering role-specific emergency responder training. Training will be conducted virtually by CDC faculty instructors and modified into e-learning. The Government does not anticipate any in-person training. The Government estimates this task for take up to forty (40) hours, per role, for up to ten (10) roles. This task may be exercised up to ten (10) times. For this task, the following activities shall be conducted:
- Manage training roster and facilitate communication with attendees and CDC faculty instructors.
- Ensure that responder’s training is notated in the HHS Management Learning System (LMS).
- Provide support developing training agendas for CDC Faculty instructors.
- Provide CDC faculty instructors with electronic based training materials and coordination of any other pre-training event activities.
- Provide scheduling and other implementation coordination activities to ORR/DEO in the delivery of training.
- Provide training evaluation support to CDC faculty instructors
- Conduct a debrief, eliciting feedback from CDC faculty, after each session.
- Provide a summary report based on debriefings.
General Responder Training Delivery Support
Provide support to ORR/DEO and CDC faculty instructors delivering general responder training. This task is intended to support the delivery of general responder curriculum that will be required for all responders. Training will be conducted virtually by CDC faculty instructors and modified into e-learning. The Government does not anticipate any in-person training. The goal of this optional task is to support CDC’s delivery of general responder training for up to five-thousand (5000) responders. For this task, the following activities shall be conducted:
- Provide support to CDC faculty instructors for general responder training delivery, to include course agenda and electronic training materials.
- Provide support within the HHS learning management system, maintaining and tracking general responder training.
Ramp-Up of Emergency Responder Training Delivery
Provide support to ORR/DEO with CDC’s delivery of emergency responder training, which may include a variety of responder training with varying content, based on surge needs of the agency as it prepares for and/or manages emergency responses. This task is intended to allow CDC to “ramp up” its emergency responder training efforts quickly and effectively in support of the CDCReady Responder program plan and in the event a public health emergency is approaching or declared. This optional task can be exercised up to one-hundred (100) times. The Government estimates this task will take up to forty (40) hours per exercise. For this task, upon the identification of urgent training needs within an active response environment, the contractor shall conduct the following activities:
- Provide administrative support to include facilitation of calendar invites, sharing of electronic course agendas and training materials.
- Provide support in updating content and materials for trainings and materials that will allow for additional flexibility needed in emergency responses, within the HHS LMS, which will be identified by CDC.
Basic Qualifications:
- Associate’s degree w/ 10+ years of relevant experience; or
- Master’s degree w/ 6+ years of relevant experience; or
- No degree w/ 12+ years of relevant experience
- Bachelor’s degree w/ 8+ years of relevant experience; or
- PhD w/ 4+ years of relevant experience; or
- Minimum Education Requirements:
- Bachelor’s degree w/ 8+ years of relevant experience; or
- PhD w/ 4+ years of relevant experience; or
- Master’s degree w/ 6+ years of relevant experience; or
- Associate’s degree w/ 10+ years of relevant experience; or
- No degree w/ 12+ years of relevant experience
- U.S. Citizenship
Minimum Qualifications:
- Ability to coordinate complex projects and think strategically
- Strong interpersonal, communication, and customer service skills
- Strong grammar, spelling, and writing skills
- Strong oral and written communication skills
- Ability to quickly learn and integrate new tools and technologies to meet customer needs
