Job Description
University of Iowa Information Technology Services (ITS) is seeking a highly organized Human Resource Recruiter focused on technical (IT) positions. The Technical Recruiter will identify, recruit, screen, and present qualified candidates for technology positions, collaborating with hiring managers to set realistic technical requirements. This position will be expected to be able to actively recruit for ITS, seeking out potential candidates. In this role, the successful candidate will exercise independent judgment, maintain a high level of confidentiality and attention to detail and accuracy. This position reports to the Sr. Human Resource Director, ITS, and indirectly to the Sr. HR Director of Talent Acquisition, University Human Resources, to help inform strategic priorities and initiatives. This position is eligible for onsite or hybrid work arrangements.


Specific Job Duties and Tasks


  • Advise on candidate selection to address bias and ensure equitable treatment of all candidates.
  • Provide advice to hiring managers regarding salary negotiations with final candidates.
  • Create effective ad content that attracts the interest of candidates to careers at the University and post in the most effective digital and/or print media for open positions.
  • Build relationships and increase outreach efforts with organizations that increase candidate pipelines in the areas of Veteran, Minority, and Individuals with Disabilities.
  • Recommend sourcing strategies to comply with Affirmative Action guidelines and identify the most effective methods for recruiting and attracting candidates.
  • Recommend sourcing strategies to comply with Affirmative Action guidelines, Section 503, VEVRRA, and achieve a diverse and qualified talent pool meeting university priorities.
  • Utilize a variety of tools/techniques (e.g. social media, advertising, direct contact, job fairs, and community outreach) to drive employer branding and recruitment marketing campaigns and events. May Attends job fairs and industry conferences; runs company booth at job fairs.
  • Collaborate with internal teams to identify key requirements for open positions, target competition and target candidates to attract a quality, diverse talent pool.
  • Develop and maintain internal, and external relationships related to the recruitment processes, which may include hiring managers, human resource professionals, industry contacts, candidates, etc.
  • Assist with the development and revision of specifications and job descriptions for selected positions.
  • Support the introduction of new talent acquisition strategies for the University.
  • Provide skill development training on full lifecycle recruiting including sourcing/screening/presenting candidates/recommending compensation/declining candidates, etc.
  • Interpret and promote compliance with routine policies and procedures.
  • Track results and report out on progress to key partners.
  • Manage respective candidate pools to ensure qualified candidates remain engaged in current or future opportunities and ensure a strong and positive candidate experience.
  • Responsible for the full-cycle recruitment activities including but not limited to: talent sourcing, candidate screening, scheduling, interviewing, final candidate selection, conducting references, verifying credentials, and preparing offer letters.
  • Provide expertise on hiring regulatory compliances, UI policies, and divisional procedures; develop recruitment marketing plans and coordinate recruitment events.
  • Educate, consult, and transfer knowledge of recruiting processes, diversity recruitment, interviewing skills and regulatory requirements to hiring departments.
  • Research and share analytics to inform recruitment and marketing initiatives. Conduct analysis, assess results, and identify areas of opportunity and change. Use this data to evaluate source effectiveness, progress, and process improvements, particularly around diversity, equity and inclusion goals.
  • Act as a subject matter expert for hiring departments throughout the recruitment cycle providing consultative support, coaching, influence on final candidate selection and provide expertise of institutional policies and guidance for interview questions, assuring compliance with applicable federal and state regulations.
  • Represent the UI as an Employer of Choice by gaining an in depth understanding of UI’s values and culture.

Required Qualifications


  • Thorough understanding of recruiting methods and best practices, as well as applicable policies and federal, state, and local employment laws and regulations.
  • Excellent organizational skills, extreme attention to detail and task oriented.
  • Experience with facilitating a search committee, creating surveys, documenting feedback.
  • Excellent verbal and written communication skills with polished phone, email, and social media etiquette.
  • A Bachelor’s degree in Human Resources, or related field; or an equivalent combination of education and related experience.
  • Demonstrates knowledge and application of communication techniques to work collaboratively with a variety of individuals and groups.
  • Proficient with Microsoft Office Suite software.
  • Experience (typically 2-5 years) with full-cycle recruitment activities. Including: Initiating, managing, and completing recruitments.


Highly Desirable Qualifications


  • Recruiting experience for technical roles and technical skills and/or in higher education.
  • Demonstrated experience recruiting for and building pipelines of diverse candidates.
  • Experience with active recruiting utilizing online recruiting sites, social media, and/or internet research techniques to leverage recruitment.
  • Experience (typically minimum of 2 years) with an applicant tracking system.


Desired Qualifications


  • Experience with process improvement.
  • Previous experience presenting or training.
  • Professional certification in human resources.
  • Previous high-volume recruiting experience.
